Activities Unit Manager - Industries - HMP / YOI Norwich (Ref: 19597)

Job Title: Senior or Deputy Manager (Industries) – HMP Norwich, NR1 4LU

Overview

This management position is based at HMP Norwich. The role oversees activities within industrial workshops, workshops, and land-based areas, alongside training and operational functions within a secure environment.


Job Role Summary

As the Manager of industries at HMP Norwich, you will:

  • Lead a non-operational team while implementing national policies to meet local needs
  • Oversee local policy revisions, improvement plans, and procedural enhancements in industries
  • Provide senior managerial accountability for training, safety, and workforce development across industries

Key Responsibilities

Operational Leadership

  • Ensure all staff and prisoners maintain a respectful, safe, and well-organised working environment
  • Advise the Senior Management Team (SMT) on industry-related matters and broader operational challenges
  • Develop and implement local improvement plans and contribute to annual policy reviews for industries

Staff & Operational Management

  • Oversee training, qualifications, and accreditation to ensure staff meet operational needs
  • Set and track accreditation and industry performance targets, regularly inspecting workshop compliance
  • Manage performance against automatic targets, staffing, prison occupation, and financial obligations (including production sales)

Economic and Contractual Responsibilities

  • Monitor supplier performance to ensure adherence to contracts, including timelines, cost, quality, and compliance
  • Oversee provenance tracking, scheduling, and quality control of production workflows to meet financial and contractual demands
  • Update industrial information and IT systems to reflect improvements, audits, and targets

Financial & Partnership Oversight

  • Manage economic revenue targets, compliance monitoring, and financial documentation validation
  • Collaborate with external partners (private sector, Colleges, and agencies) to design employment strategies, training programmes, and resettlement pathways for prisoners
  • Identify and source local commercial work to maximise production efficiency while adhering to competitive quotations

Logistics & Compliance

  • Ensure efficient resource allocation of materials (custody of incoming logistics, usage, and surplus decision-making)
  • Supervise stock-taking and prison management aspects such as onboarding, training, and deployment compliance
  • Deliver government-accredited qualifications and upskilling opportunities for prisoners where applicable

Higher-Level Reporting

  • Provide strategic reports to HM Prison and Probation Service (HMPPS) for performance and budgeting oversight
  • Liaise with national authorities for efficiency and accreditation updates

Delegation Duties

Additional managerial tasks may include:

  • Budget delegation and financial oversight according to HMPPS guidelines
  • Performance and development management, including annual appraisals and sick leave procedures for staff members
  • Ensuring HMPPS standards and Service Delivery Indicators (SDIs) are met
  • Enforcing policy compliance such as the National Security Framework (NSF), local security procedures, financial governance, and Health & Safety regulations

Communication & Team Development

  • Chair or participate in relevant boards and meetings, contributing actively as a leadership representative
  • Provide direction through briefings, fostering formal and informal communication across teams
  • Engage internal and external stakeholders for resource/support collaboration (prisons, transport, procurement)
