Associate Director, Capability Lead – Digital Workplace Capability

Purpose of the Role
The Associate Director, Capability Lead is a critical leadership position responsible for guiding the system delivery lifecycle within their capability domain. This role involves close collaboration with Associate Directors and Product Owners to ensure delivery aligns with vision, strategy, roadmap, and budget.
Key focus areas include:
- Introduction, delivery, maintenance, and continuous improvement of systems/services in their domain
- Service design, transition, product support, maintenance, reporting, and stakeholder management
- Acting as a mini CIO for their capability area, driving alignment with IT departmental strategy
- Enabling agile teams to deliver value while maintaining resource efficiency
The capability operates in a flat, agile, self-organizing manner, comprising multiple product-aligned squads that follow robust Agile principles (e.g., Scrum, SAFe, Kanban).

An autonomous, Agile-first environment of expert individuals from various practices, responsible for:
- Delivering and supporting full-stack business systems that are robust, secure, stable, usable, elegant, and resilient
- Operating under a hybrid resourcing model with third-party supplier partnerships
Team Structure
- Manages multiple teams in their service area with experience in:
- Agile and lean administration practices
- Managing hybrid teams (fully or partially third-party)
- Potential oversight of 2+ third-party suppliers
- Expectation for a highly distributed team across the UK and international locations
Org Structure: Reports to Director, Digital & Platform Engineering
Accountabilities & Responsibilities
1. System Delivery
Responsible for the full system lifecycle:
- Support, maintenance, and development across bespoke, third-party, SaaS, and managed services
- Leadership for system development and support within their domain, aligning with Agile methodologies (e.g., Scrum, SAFe, Kanban, TDD, CI/CD)
- Transformation of teams into metrics-based, lean startups while formalising shared ownership roles
- Ensuring drag-through planning via:
- Defining success criteria for product vision
- Tracking velocity, backlogs, and timelines
- Closely working with the Head of QA for high-quality delivery

Key Accountabilities:
- Aligning delivery timelines with business IT strategy
- Ensuring service backlogs include non-functional requirements (e.g., operational sustainability)
- Generating reports for MD/Director-level stakeholder consumption
2. IT Standards, Risk, Control & Governance
- Ensures adherence to IT policies and standards
- Mitigates risks through the EBRD’s IT Risk Management Framework
- Elevates IT general control landscapes by designing automation (preventative over detective controls)
3. Third-Party Management
- Oversees hybrid organisation models (in-house + outsourced teams)
- Aligns third-party suppliers to Agile practices and ensures coordinated delivery
4. Financial Monitoring, Performance & Continuous Improvement
- Plans and manages budgets while identifying modernisation and automation efficiency opportunities
- tramo, day-to-day data-driven reporting and value delivery
- Eliminates technical debt, prioritises improvements, and builds business cases
Outputs:
- Burnup/burndown/burn-vie charts
- Agile parameters (e.g., velocity, quality, release value)
5. People Management
Supervision Role:
- Recruiting, performance management, coaching and mentoring teams
- Guiding agile discipline via behaviours (Scrum, practices, alignment)
- Championing quality-owned teams while focusing on users
Leadership Vision:
- Teacher-coach for product owners on Scrum/Agile principles
- Facilitating retrospectives for cultural and process improvement
- Aligning product roadmaps with overall IT strategy
Requirements:

Digital Workplace Capability Scope
Oversees:
- Microsoft 365 stack (Office 365, Teams, Sharepoint, Copilot)
- Device management (virtualisation, Intune, Autopilot)
- Workplace SaaS platforms
- AV and hybrid collaboration solutions
During DW Product Owner’s absence, expanded accountabilities:
- Owns initiative:
- Portfolio roadmaps
- Stakeholder alignment and communication
- Backlog prioritisation (high-level)
- Actively monitors adoption among user groups
- Guides change management across the organisation

Qualifications, Skills & Experience
