Job Purpose
To manage the efficient, fair and lawful delivery of disciplinary and appeal hearings at the RCVS.
Key Responsibilities
- To effectively and efficiently manage the delivery of the Inquiry hearings function for disciplinary cases before the Disciplinary (DC) and Veterinary Nurse Disciplinary Committees (VNDC);
- To effectively and efficiently arrange and manage the Appeals Committee hearings in relation to examinations, status and accreditation appeals;
- Ensure that hearings are arranged and conducted fairly, legally and in a timely way, ensuring that they comply with statutory requirements, relevant rules and internal policies and procedures;
- Ensure that notices, documents and information are written clearly and accurately and sent to relevant parties on time, and in compliance with legal and internal policy requirements;
- Ensure that hearings are appropriately recorded, records are well managed and maintained, in compliance with legal requirements and internal policies;
- Proactive engagement with internal and external stakeholders, including committee members, defence organisations, appellants and registrants, to ensure the fair, lawful, efficient and effective delivery of Inquiry hearings.
- Work with colleagues to ensure that the processes relevant to hearings are efficient, transparent and fair. Creating and developing policies and protocols where required and keeping them under review;
- Ensure that best practice is identified and adopted where appropriate;
- Identify and document risks on the relevant risk register and actively manage and mitigate risks including escalation where appropriate;
- Manage information governance and security, including publication of information in relation to hearings;
- Lead the recruitment, monitoring, training and development of Committee members, Legal Assessors and relevant staff;
- Manage regular internal performance review of the inquiry hearings function and commission external reviews;
- Prepare and present reports on the performance of the hearings functions to senior stakeholders and relevant Committees;
- Undertake other duties in the Directorate and RCVS where required;
- Line manage the Clerk to the Disciplinary Committees.

Essential Qualifications
- Demonstrable experience of managing and delivering hearings or adjudication functions in a legal environment. Educated to degree level (not essential with the right experience)

- Well organised and methodical with a clear, creative and pragmatic approach to problem solving;
- Demonstrable ability to think strategically, manage resources effectively and identify and implement processes to improve efficiency;
- Demonstrable ability to build and maintain constructive working relationships with internal and external stakeholders;
- Strong analytic capabilities – ability to analyse performance and identify and implement improvements;
- Demonstrable ability to manage multiple stakeholders to ensure delivery of timely and effective hearings;
- Demonstrable ability to identify and pragmatically deal with risks in a timely way, escalating where appropriate;
- Experience of line management and development of staff;
- IT proficiency in managing documents and hybrid hearings technology such as Zoom;
- Excellent written and oral communication skills.
