Job Description Summary:

This is a part-time fixed-term post to 31st July 2027 due to funding. An exciting opportunity has arisen for an experienced and motivated professional to join Adult Social Care as a Business Manager. At Hull Adult Social Care, we work collaboratively with partners to support people to "have a life, not a service." We are seeking a highly organised and dynamic Business Manager to play a pivotal role in supporting the effective delivery of Adult Social Care services. This is a key leadership position, providing strategic and operational business management support, driving performance, strengthening governance arrangements, and leading continuous service improvement.

Working closely with senior leaders and operational teams, you will help ensure the delivery of high-quality, person-centred services that meet statutory responsibilities, achieve performance targets, and provide value for money. The successful candidate will lead and develop the business support functions across Adult Social Care, ensuring they contribute effectively to the delivery of strategic priorities.

You will have responsibility for the efficient management of a broad range of business functions, including finance, human resources, administration, governance, performance, and service support. We are looking for someone who is committed to continuous improvement and excellence, with outstanding communication, relationship-building, and negotiation skills. You will be proactive, solutions-focused, and able to work effectively in a complex and fast-paced environment. ROLE AND PURPOSE

To provide effective and efficient management of Adult Social Care business including all aspects of finance, HR, administration, and service support. To lead all Adult Social Care Business Support Teams to ensure that support services contribute to the delivery of Adult Social Care strategic objectives. To establish positive relationships with staff, managers, stakeholders, customers, and carers in order to contribute to the planning, co-ordination, support, and monitoring of change within Adult Social Care in accordance with the vision and strategy of the Public Health and Adult Social Care service area. To develop and implement processes and systems to improve customer outcomes, reduce costs, and respond to changing needs of the service. To represent Adult Social Care within the wider Local Authority and partner agencies in all aspects of Adult Social Care business support.


PRINCIPAL ACCOUNTABILITIES:

  1. Strategy

    • Lead on the development, implementation, monitoring, and review of the ASC business plan, in line with the corporate guidelines.
    • Lead, develop, and co-ordinate support services that ensure the delivery of strategic objectives including the implementation of legislation such as the Care Act 2014 and the Better Care Fund.
    • Identify key partnerships within the Local Authority and with other external agencies and build and develop relationships and work collaboratively to deliver strategic objectives.
    • To plan and manage change within Adult Social Care in accordance with the vision and strategy of the Public Health and Adult Social Care service area.
    • Develop and lead on the implementation of business plans for the provision of Business Support, including the development of efficient and effective processes and systems that enable the most efficient use of Council resources.
    • Represent Adult Social Care within the wider Local Authority to develop and implement improvements to achieve efficiency savings.
    • Represent Adult Social Care on key planning boards contributing to fundamental decision-making regarding Local Authority involvement in key Adult Social Care public events, for example, the responsibility of developing and delivering Older People’s Celebration Week and Dying Matters Week.
    • To provide analysis and feedback from these Key Adult Social Care events, ensuring the delivery of continuous improvement.
    • Reports directly to the Adult Social Care Senior Leader Team and effectively communicates with Senior Managers and colleagues across the Local Authority and partner organisations, cascading information both upwards and downwards.

  1. Customer Focus

    • Ensure customer-focused support services are delivered by developing processes based on customer insight.
    • Develop and lead all Adult Social Care Service business, ensuring all legislative, procedural, and business continuity requirements are applied and all aspects of delivery operate effectively and efficiently.
    • Responsibility for improving customer experience by ensuring the application of person-centred approaches across all areas of Business Support.
    • Oversees the Customer Contact scheme, ensuring that timescales are met and learning is used to change areas of poor practice. Produces a quarterly report on Contacts and learning for the ASC senior leadership team.
    • Oversees Local Government Ombudsman (LGO) enquiries, ensuring timescales are met and learning is used to change areas of poor practice. Produces a quarterly report on LGO enquiries, including learning, for the ASC senior leadership team.
    • Produce a variety of documents including reports, briefing papers, and Councillor speeches autonomously and develop public materials, in liaison with Communications and Marketing, ensuring publication in a variety of formats, and monitor and update public information on the Hull City Council.
    • Provide a key link between the Adult Social Care Senior Leadership Team and Communications and Marketing, ensuring key events and information is within the Communications and Marketing work plan, and agreeing timelines and actions as appropriate.
    • To establish positive relationships with staff, managers, stakeholders, customers, and carers in order to contribute to the planning, co-ordination, support, and monitoring of change within Adult Social Care in accordance with the vision and strategy of the Public Health and Adult Social Care service area.
  2. Performance Management

    • Oversee the development of an effective performance management framework for Business Support staff, including development of key performance indicators and monitoring to deliver service improvement.
    • Responsible for providing the Adult Social Care Senior Leadership Team with prompt, accurate guidance in relation to Hull City Council policy and procedure, and ensure compliance across the service area.
    • Write and process Officer Authorisations and Decision Records for the Adult Social Care Senior Leadership Team, ensuring process is followed and actions are completed.
    • Responsible for ensuring the maintenance of recording systems and the provision of Performance Management Reports, identifying areas of concern, providing solutions, and implementing corrective action.
    • Responsible for the provision of budget information to the Senior Leadership Team, interrogating expenditure and income, allocating to appropriate cost centres, identifying, and arranging internal journals and re-charging other organisations.
    • Monitor collaborative payment agreements with the local CCG, ensuring timely payment of consultants and GP’s and ensuring continuous improvement within the process.
    • Responsible for providing the Adult Social Care Senior Leadership Team with regular Audit Progress Reports. Identify outstanding audit actions and update the Audit Database accordingly in liaison with Service Managers.
    • Responsible for ASC risk management, including working with the Corporate Risk Team to ensure compliance with corporate requirements and controlling the TEASC risk register.
    • Provides insight and intelligence to the ASC senior leadership team to inform decision-making.

    • Identifies and determines resource requirements, ensuring they are deployed as appropriate to ensure the maintenance of an effective business support.

    • Responsibility for ensuring that the services provided by Business Support are effective and consistent, enabling the delivery of front-line services, including the development of business continuity plans in all areas.
    • Takes an active lead in improving efficiency, and customer outcomes, involving key partners in the wider directorate along with Strategic priorities/direction.
    • Identify and mitigating against risk and implementing/contributing to planned interventions.
  3. Development

    • To contribute to ensuring robust co-ordination, support, and monitoring of work programmes to deliver change within Adult Social Care.
    • Lead in the continuous review and analysis of current processes and procedures, to reduce the need for back office intervention, developing and implementing improvements to meet organisational changes and improve the customer experience.
    • To involve all stakeholders in proposed developments to ensure success by support from all partners.
    • Lead in improving efficiency, and customer outcomes, working with internal and external partners, ensuring involvement on working groups to inform, make recommendations, and improve and modify systems to meet current and future needs.
  4. Information Governance

    • Responsible for leading in the document management of Adult Social Care paper and electronic records, ensuring appropriate and timely storage within legal requirements, developing contract specifications for external providers, and ensuring contract monitoring and compliance.
