About the Role
The Data and Insight Analyst will provide critical intelligence to Adult Social Care, maximising opportunities while ensuring early warnings of underperformance. This role supports strategic decision-making by gathering, analysing, and interpreting diverse data—including provider performance, market trends, demographic changes, workforce feedback, service user experiences, and sector developments.
Responsibilities include:
- Developing evidence-based approaches to measure service delivery.
- Ensuring strategic decisions align with data-driven demand forecasting, performance evaluation, and best-value outcomes.
- Leading outcome-focused analytics to guide service improvements and regulatory compliance.

Specific tasks include:
- Reporting & Advisory: Generate insight reports to inform decision-making.
- Performance Evaluation: Assess outcomes against KPIs, proxy measures, and regulatory standards.
- Collaboration: Work with corporate partners to ensure value for Essex residents.
- Data Systems: Design, maintain, and enhance performance and management information tools.
- Benchmarking & Stakeholder Engagement: Compare performance across sectors to optimise solutions.
About You
Qualifications & Experience
- Degree or equivalent (RQF Level 6) with continuing professional development (CPD).
- Proven track record of delivering data-driven insights and making measurable impacts.
- Public sector experience in complex, multi-stakeholder environments with:
- Understanding of commissioning cycles and financial/evidence analysis.
- Ability to navigate political and organisational perspectives.
- Experience with DBS checks (update service registration required*).
Skills & Competencies
- Expertise in data analysis, social intelligence, and demographic trends.
- Strong communication and stakeholder collaboration in high-pressure settings.
- Familiarity with technical tools (e.g., data management systems, analytical software).
- Innovative thinking in evidence-based policymaking.
