Social Worker – Level 1 or 2 | Permanent Contract | Dereham, Norfolk
Salary:
- Level 1: £37,280 to £39,152 per annum (Scale I)
- Level 2: £39,862 to £41,771 per annum (Scale J)
Hours: 37 hours per week
About the Role
Norfolk County Council invites applications for an experienced Social Worker to join their Community Social Work Team, specialising in Older People and Physical Disability.

Key Responsibilities
Core Duties Include:
- Work within the local authority’s Adult Social Care framework, including:
- Assessments and support packages based on the Care Act (2014)
- Developing and implementing person-centred care plans
- Collaborate with multidisciplinary teams including occupational therapists, healthcare professionals, and voluntary agencies
- Champion independence, choice, and empowerment for vulnerable adults experiencing physical disability or frailty
- Conduct routine safeguarding assessments, investigations, and interventions
- Support service users, families, carers, and volunteers in accessing resources like benefits, housing, and community facilities
- Provide informal care management, advocacy, and case coordination
- Ensure compliance with legislation (Mental Capacity Act, Equality Act) and council guidelines
- Undertake specialisms such as financial hardship assessments, court/applications and leaving care services

- Significant part of role requires in-person face-to-face interaction with clients across the community and office locations.
Requirements
Essential Criteria:
- Currently registered with Social Work England
- Qualified, experienced Social Worker with at least three years’ post-qualification experience in community social work (desirable)
- Understanding of adult safeguarding, assessment principles, and protections for vulnerable adults
- Knowledge of mental capacity assessment methods and principles
- Strong competency in use of care systems, statutory safeguarding, accessibility and inclusive practice
- Experience working closely with older adults and those with significant physical disabilities
Desirable Attributes:
- Experience as a senior/specialist social worker or team who have achieved quality assessment rigor in any team lead capacity
- Previous work experience/voluntary roles in community cohesion or safeguarding teams
- Experience assessing and supporting neurodiverse adults and those with learning disabilities
- Familiarity with public sector exemptions in GDPR

- ** £2,000 welcome payment** for qualified experienced Social Workers new to the council (Level 2 or above on scale J, repayable within 2 years of employment)
