Job Description: Welfare Benefits Adviser (Essential Car User)

About the Role
Applicants must have the right to work in the UK, as visa sponsorship is unavailable for this position. A valid full driving licence and personal car are mandatory for this essential car user role.
A DBS check is required in accordance with the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975.
This role involves providing frontline, face-to-face welfare benefits advice to residents assessed as requiring support with care package funding. In a 35-hour, city-wide role based at Harpurhey, the postholder will:
- Assist clients through benefit checks, form completion, appeals, and tribunal representation
- Work with both integrated teams and a Charging Team to secure entitlements
- Offer advice via home visits and telephone consultations
- Document cases meticulously to maintain continuity and progress
The position operates as Retained Advice, a preventative service focused on social justice, with impacts on both residents’ lives and council outcomes.
Responsibilities
- Deliver accessible, quality-assured advice, tailored to diverse needs
- Collaborate with city-wide teams (e.g., Integrated Neighbourhoods, Charging)
- Analyse complex client records (including Liquid Logic systems) and commission medical evidence where needed
- Maintain confidential case records and uphold information governance policies
- Provide technical consulting for stakeholders
- Adhere to safeguarding and Our Manchester Strategy behaviours

Requirements
Essential Qualifications & Skills
- Intimate knowledge of benefits for working-age populations, pensioners, and mixed-age couples
- Strong grasp of relevant legislation and case law updates
- Ability to navigate administrative complexities
- Exceptional analytical and communication skills
- Independent judgement and caseload resilience
- Empathy for health/social/family contexts
- Emotional resilience to manage intensive situations
Working Conditions
