At the National Wealth Fund, our mission is to swiftly and effectively mobilise trusted sector insights and investment expertise to unlock billions in private finance for projects across the United Kingdom. We are looking for skilled and results-oriented individuals who are motivated to help us build the National Wealth Fund into an industry-leading institution.
Job Purpose
As a Policy Advisor, you will play a crucial role in implementing the strategic direction of the National Wealth Fund, while working across the fund to deploy our capital base. Supporting the Founder and CEO, you will:
- Place UK place-based growth at the heart of the fund’s strategy and help implement our new expanded investment mandate
- Work across the organisation to deliver on the ambitions of our shareholder, HM Treasury
- Build a broader investment mandate to support the delivery of the government’s Industrial Strategy and clean energy transition
- Help drive economic growth around the country
You will lead relationships with government departments and key stakeholders, such as MHCLG, Homes England, the National Housing Bank, Crown Estate and HMT, to shape the NWF’s overall strategic direction.
Location
Hybrid working with a minimum of 3 days per week in the Leeds office
Salary
£60,000–£70,000

Key Accountabilities
General Policy Accountabilities
- Build and maintain relationships with key public-sector stakeholders (including government departments and devolved administrations) to align NWF activities with government policy aims.
- Influence policy development to ensure effective use of public funds in mobilising private investment.
- Develop and implement new approaches to deploying capital by trialling new finance solutions with government departments.
- Collaborate across teams to deliver investments in sectors such as industrial strategy, clean energy, and growth missions.
- Lead data-backed analysis and briefings for the Executive Committee and Board, focusing on emerging issues, risks, and opportunities.
- Support strategy development and implementation, including the next strategic plan and annual business planning.
Deal Team Support
- Contribute to investment due diligence, engaging with Government (for instance, DfT, CLG) through cross-functional deal teams.
- Pre-screen opportunities against policy priorities and NWF strategic objectives, drafting "In-On-Out" analyses to ensure alignment with Government strategy.
- Advise senior leaders with written/verbal briefings, linking investment decisions to Government priorities.
Policy-Specific Responsibilities
- Stay abreast of key policy developments across government departments, ARsBs, and public finance institutions (e.g., MHCLG, Homes England, NHB, Crown Estate, HMT).
- Provide policy leadership for regeneration sectors, assessing investment opportunities and proposing financing solutions that align with policy priorities.
- Support the Regional Project Accelerator, ensuring NWF-prioritised projects reflect government policy goals.
- Engage with devolved administrations (Scotland, Wales, Northern Ireland) and their financing authorities to ensure alignment with NWF priorities.

Key Skills & Experience
Essential
- Experience in a policy role, preferably within Government, ALBs, or Local Authorities.
- Ability to lead or influence policy change.
- Proven track record of delivering policy-enabling projects, either in-house or with external stakeholders.
- Strong capacity to build trust and influence across diverse networks.
- Resilience and adaptability—comfortable with incomplete information or emerging priorities.
- Effective communicator, with the ability to:
- Distil policy issues into clear briefs for decision-makers.
- Engage internally at all levels and externally with senior stakeholders.
- Innovative mindset—ideates new financing models and delivers quickly.
Desirable
- Policy experience in regeneration, transport, or climate change.
- STEM and/or quantitative skills (network mapping, mapping methodology).
- Experience in government accountability frameworks (for instance, CommABC, Cabinet Committees).
