Advisor - Policy & Strategy (Permanent)

Policy Advisor – National Wealth Fund

About the Role

At the National Wealth Fund, our mission is to rapidly mobilise trusted sector insights and investment expertise, unlocking billions in private finance for critical projects across the United Kingdom. With £27.8bn of capital and an expanded mandate, we help the market invest with confidence, driving the UK’s growth ambitions and Industrial Strategy. We’re seeking skilled, results-driven individuals to shape the Fund into an industry-leading institution.

Job Purpose

As a Policy Advisor, you will play a vital role in implementing the Fund’s strategic direction, working across the organisation to deploy its capital base while evolving a mandate to support:

  • The Government’s Industrial Strategy
  • The clean energy transition
  • Economic growth across the UK

You will lead policy engagement on place and regional growth, fostering relationships with key government departments and stakeholders (e.g., MHCLG, Homes England, National Housing Bank, Crown Estate, HM Treasury) to:

  • Inform strategic direction
  • Support the investment pipeline
  • Facilitate policy due diligence on transactions

This role offers £60,000–£70,000, with hybrid working (minimum 3 days per week in Leeds). Early applications encouraged—interviews begin week commencing 3 August 2025.


Key Accountabilities

  • Stakeholder Engagement & Policy Influence

    • Build and maintain relationships with public sector stakeholders (including government departments and devolved administrations).
    • Ensure NWF activities align with policy priorities and optimise public funds to mobilise private investment.
  • Mandate Development & Delivery

    • Lead the implementation of the National Wealth Fund’s new investment mandate, including trialling innovative finance solutions with government partners.
    • Collaborate across teams to advance discrete investment sectors, supporting the Industrial Strategy, clean energy transition, and economic growth.

  • Cross-Cutting Policy Leadership

    • Produce policy papers on emerging issues for the Executive Committee and Board.
    • Identify key risks and opportunities and propose solutions with cross-functional teams.
  • Strategic & Strategic Plan Leadership

    • Contribute to next-term strategic planning and annual business planning.
    • Ensure the Fund’s roadmap reflects ambition, stakeholder input, and public sector needs.
  • Investment Due Diligence & Advisory

    • Lead policy-focused due diligence on transactions in collaboration with banking, impact, and risk teams.
    • Draft Investment Committee papers and provide briefings to senior leadership.
  • Policy Function Development

    • Help establish an effective policy and strategy function, fostering integration and influence across the National Wealth Fund.

Policy-Specific Responsibilities

  • Day-to-day engagement with departments like MHCLG, Homes England, National Housing Bank, and Crown Estate.
  • Regeneration policy lead, aligning NWF investment opportunities with UK growth priorities and developing funding solutions.
  • "Regional Project Accelerator" support, ensuring alignment with government priorities and capturing key learnings for policy reform.
  • Devolved Nations work, advising on Scotland, Wales, and Northern Ireland’s policies and opportunities.

Key Experience, Skills & Knowledge

Essential

  • Proven policy experience, preferably in government, ALBs, or Local Authorities.
  • Tracks record of leading or influencing policy change.
  • Ability to deliver initiatives/collaborative projects with public and private sector partners.
  • Stakeholder relationship management skills with diverse audiences.
