We provide £27.8bn of capital and an expanded mandate to help market investors act with confidence, advancing the Government’s growth ambitions. 24 Month Secondment Opportunity
Terms & Conditions
- Individuals joining will remain on their current terms and conditions.
- Temporary promotion during the secondment will end on return to the home department and won’t be recognised as substantive.
- Line Manager’s and Department’s permission is mandatory.
- Fast approval from HR required due to the swift hire process.
Leeds Base & Hybrid Flexibility
- The National Wealth Fund is primarily based in Leeds.
- While full-time on-site presence isn’t required for seconded employees who live nearby, 2 days per week in the Leeds office are expected.
- Reasonable travel and subsistence expenses covered.

Policy Advisor – Job Purpose
As a Policy Advisor, you will drive National Wealth Fund’s strategic initiatives, aligning with HM Treasury’s ambitions. This includes:
- Strengthening regional growth, industrial strategy, and clean energy transition.
- Developing and expanding investment mandates.
- Co-ordinating with government departments, external stakeholders (e.g., MHCLG, Homes England, Crown Estate, HMT).
Your influence will mould deal pipelines, policy due diligence, and investment deployment across the UK. Linking private finance strategies with sectoral objectives, you’ll shape economic growth through tailored, high-impact projects.

Policy & Strategy Leadership

Build cross-government relationships:
- Enhance collaboration with government departments and devolved administrations.
- Report and act on policy developments, ensuring NWF’s investments align with national objectives.
- Resourcefully connect public funds with private investment to maximise economic impact.

Develop new mandates and innovation trials:
- Lead initiatives, such as new financing solutions, that align with regional priorities.
- Partner with government entities to maximise private sector contributions alongside the Fund’s capital.

Deliver targeted investments under the Government’s Industrial Strategy, clean energy, and growth targets:
- Oversee implementation in sector-specific programmes (e.g., housing, regeneration, transport).
- Co-champion high-priority projects alongside investment and advisory colleagues.

Develop policy addressing emerging trends:
- Author briefing papers on current thinking for Executive Committee and Board consumption.
- Identify and recommend solutions to risks and opportunities in cross-cutting areas (e.g., economic resilience, level-up agenda).

Contribute to overall NWF strategic planning (e.g., next business plan, annual reviews):
- Synthesise best practices with Executive roles and internal functions to ensure resilient, ambitious targets.
- Present strategic perspectives at Board and Committee levels.
Due Diligence & Deal Support

Assess investment proposals:
- Evaluate deals against NWF’s priority strategy objectives.
- Conduct focused due diligence with banking, risk, and impact teams; input on Investment Committee materials.

Extensive stakeholder engagement:
- Engage with regional devolved governments (Scotland, Wales, Northern Ireland) via dedicated Directors.
- Embed NWF investments within broader UK/place-based priorities.
Key Relationships Duties
Cross-Sector Leadership
- Maintain liaisons with multiple public sector bodies (government, ALBs, and finance institutions).
- Act as place-based sector lead, advancing regeneration and housing/transport approaches.
- Support the Regional Project Accelerator’s alignment with government space strategy.

- Develop a cohesive policy framework for emerging regulatory/technological environments.
Required Experience & Skills

Essential:
- Policy-focused professional experience in government departments, arms-length bodies (ALBs), or local authorities.
- Demonstrable record of commissioning and driving policy change or collaborative initiatives (public/private).
- Skills to build and maintain trusted relationships across diverse sectors.

Core Expertise:
- Initiative-driven, excelling in fast-moving, ambiguous environments.
- Self-serve problem-solving with innovative approaches to challenges.
- Senior-level collaboration and strategic stakeholder influence, providing constructive challenge.
- Polished written and verbal communication, capable of simplifying/communicating policy leadership.

Preferred (Not Nexus):
- Relevant prior experience in regeneration, housing, transport policy, or independent investment advisory.
- Government work or experience dealing with devolved nations considered advantageous.
