Advisor - Policy & Strategy (Secondment)

Policy Advisor (24 Month Secondment) – National Wealth Fund

The National Wealth Fund is dedicated to unlocking £27.8bn in private finance to accelerate project delivery across the UK. Our mission is to mobilise expertise and investment confidence to support the Government’s growth agenda.

We are seeking a skilled and results-driven individual for a 24-month secondment opportunity to shape policy that delivers regional and national economic growth.


Job Purpose

This Policy Advisor (Secondment) role will support the National Wealth Fund’s strategic direction across investment mandates and regional growth initiatives. You will collaborate with government stakeholders, including HM Treasury, MHCLG, Homes England, and the Crown Estate, to align NWF activity with Industrial Strategy, clean energy transition, and place-based regeneration priorities.


Terms & Conditions

  • Secondment model: 24 months with no change in contractual terms or conditions.
  • Temporary promotion: Possible, but any promotion will revert upon return to your home department.
  • Approval required: Your line manager and departmental HR must confirm your ability to take the secondment.
  • Flexible location: Based in Leeds, 2 days per week (travel reimbursed).
  • Deadline: Apply by 26th July 2026 (early submissions considered).
  • Interviews:
    • Stage 1 (Teams) – w/c 3rd August
    • Stage 2 (Face-to-face) – w/c 17th August

Key Accountabilities

Core Responsibilities

  • Stakeholder Engagement:

    • Build and maintain relationships with public sector stakeholders (e.g., MHCLG, Homes England, HMT, Crown Estate) to align NWF policy with government objectives.
    • Advise on policy impacts for regional growth, housing, infrastructure, and clean energy transition.
  • Policy & Strategy Development:

    • Develop and implement aspects of the NWF’s expanded investment mandate, including trialling new financial solutions.
    • Produce policy papers on sector-specific trends (e.g., sectoral growth, clean energy, place-based initiatives) to inform the Executive Committee and Board.
    • Drive policy due diligence for investment proposals, collaborating with deal teams to assess risks and opportunities.
  • Strategic Alignment:

    • Play a crucial role in the NWF’s strategic planning, including the annual business plan and future investment directions.
    • Ensure cross-functional coordination between policy, deal teams, and senior leadership.
  • Devolution & Cross-Cutting Policy:

    • Lead engagement with devolved nations (Scotland, Wales, NI) and their public finance institutions to promote NWF-aligned investments.
    • Support the Regional Project Accelerator, ensuring policy alignment and feedback loops with government.

Key Experience, Skills & Knowledge

Essential

  • Proven experience in policy roles, particularly in government departments, arms-length bodies (ALBs), or local authorities.
  • Ability to lead or influence policy change with strategic insight.
  • Track record of delivering government-aligned projects (public or private sector).
  • Strong stakeholder relationship management across diverse departments.
  • Self-motivated, proactive, and solution-oriented—able to innovate and adapt in dynamic environments.
  • Decisive under ambiguity, comfortable working in evolving policy landscapes.
  • Excellence in written and verbal communication, including policy advocacy and briefing for senior audiences.
  • Collaborative mindset with influencing and challenging authority constructively.

Desirable (but not essential)

  • Policy experience in housing, regeneration, transport, or clean energy transition.
  • Previous role in public finance, asset management, or investment.
  • Knowledge of devolved administration processes (Scotland, Wales, NI).
