Your role will sit within our Chief Digital & Information Office (CDIO) Group, delivering end-to-end digital solutions spanning complex business, technical, and operational challenges.

About CDIO and Enterprise Integration Services (EIS)

Enterprise Integration Services (EIS) belongs to the Chief Engineering and Platform Office (CEPO), serving as the backbone of HMRC’s critical infrastructure.

  • Manage over one billion transactions annually, ensuring rock-solid connectivity between hundreds of HMRC services.
  • Underpin APIs and data File Transfers, validating secure, scalable, and efficient data flows both internally across HMRC and externally—across the UK/EU.
  • Build authorised software integration platforms for stakeholders: software developers, Government Departments, and external partners.
  • Leverage best-in-class open-source technologies in a true agile environment, where rapid adaptation, collaboration, and continuous improvement define delivery.

Together, our multidisciplinary teams focus on making technology work seamlessly—since this technology touches every part of HMRC’s operations.


Job Description – Agile Delivery Manager

Core Purpose

As the Agile Delivery Manager on projects delivered through EIS, you’ll be the guiding force behind cross-functional teams. Your expertise will ensure swift, value-driven delivery, aligning with HMRC’s strategic priorities and user needs.

Key Responsibilities

You will:

  • Coach and empower teams in Agile and Delivery Management practices (e.g., Scrum, SAFe), nurturing self-organising teams.
  • Devise solutions where traditional or “waterfall” approaches would destabilise project progress.
  • Act as the link between coaching providers & transition faced in team strategy transitions—bridging the gap between theory and operational agile practices.
  • Remove bottlenecks, balancing visibility with accountable prioritisation, ensuring sustainable flow along journey stages.
  • Expand the agile community in HMRC—by developing agile skills, embedding agile values, and driving collective problem-solving.
  • Inspire trust between teams and stakeholders—clarifying expectations, negotiating trade-offs, and fostering collaboration over silos.
  • Managing ambiguity consistently: keeping teams flexible—knowing when to adapt being right, not rigidly sticking to plans.
  • Align delivery with visions and outcomes—revealing where strategic focus has value, and where it’s navigable.
  • Invite “how might we” conversations and give input on new strategies before problems become major barriers.
  • Enable continuous improvement by actively supporting teams to learn lessons from previous projects.

Person Specification

The delivery manager will have:

  • Evidence of delivering medium to large digital projects with high quality, supporting users’ needs and ensuring real business value.
  • Proven Agile delivery experience using frameworks like Scrum or Agile at scale.
  • Track record of challenging & removing blockers in multi-disciplinary teams, understand business complexity and navigate trade-offs across technical constraints.
  • Hand-on influencing skills with stakeholders—balancing language and understanding their needs to enable delivery.
  • Experience of shaping efficient team behaviour during "forming, norming & storming” stages—building and empowering high-performing teams effectively.

Remuneration

Gross Salary: £45,544 Additionally:

  • Civil Service Defined Benefit Pension: Contribution is £13,194/year, or
  • Replaced by Alpha Pension: Meet minimum CS salary realms at 28.97% equivalent.
