Agile Delivery Manager – Enterprise Integration Services (EIS) | HMRC

Location

Bristol, Edinburgh, Leeds, Newcastle, Stratford, Telford, Worthing

⚠ Important Note:

  • Posts in Newcastle and Stratford are only available to existing HMRC staff currently based there or willing to relocate under HMRC’s migration path (Staff from Reading or 100PS may apply for transfer to Stratford).
  • If selected for Newcastle Upon Tyne, Edinburgh, or Worthing, you may be assigned to a different area within CDIO Chief Engineering and Platform Office (CEPO) rather than Enterprise Integration Services (EIS).

HMRC’s Chief Digital & Information Office (CDIO) delivers in-house solutions for business, technical, and operational challenges—keeping a pace with innovation.

Enterprise Integration Services (EIS), part of Chief Engineering and Platform Office (CEPO), manages HMRC’s core integration and middleware services, handling:

  • Over a billion transactions annually.
  • Critical connections between hundreds of HMRC systems.
  • API and file transfers into and out of HMRC.
  • Support for software developers (internal and external), helping them integrate authorised applications securely and efficiently.

Job Description

As the Agile Delivery Manager

You’ll lead, mentor, and empower multidisciplinary teams to deliver high-quality digital products, driving value for HMRC’s users and the wider organisation.

You must: 🔹 Apply Agile & Delivery Management decisively to drive success, coaching teams to self-organise and focus on continuous improvement. 🔹 Foster culture and transparency, ensuring teams thrive and progress seamlessly. 🔹 Collaborate with stakeholders to set real expectations, remove blockers, and forecast accurate delivery.

With cross-delivery experience, you’ll act as a central support hub, both within your team and the broader Agile Delivery Manager Community, which fosters shared learning and growth.


Person Specification

We’re looking for a self-motivated individual who excels in fast-paced environments—educationally and psychologically aligned with:

💡 Passion for problem-solving & impact. 👥 Strong people skills – ability to inspire, coach, mobilise and influence. 🌙 Agile & multi-priority management, with belief in delivering at scale.

Additional Experience & Attributes

✔ Experience cohorts – leading, mentoring multi-disciplinary teams and stakeholders. ✔ Understanding of finance/commercial/supplier management. ✔ Strong uncertainty tolerance and ability to prioritise pragmatically across complex projects.


Key Responsibilities

✅ Agile & Delivery Management

  • Coach teams within CDIO and HMRC stakeholders on Agile and Delivery best practices.
  • Facilitate delivery forecasts, tracking progress, and removing roadblocks efficiently.

  • Lead, develop & motivate multidisciplinary Agile teams.
  • Apply effective team dynamics (forming, norming, storming) to empower self-organising groups.
  • Empower collaborative/transparent/culture-building environments.

✅ Cross-Stakeholder Coordination

  • Balancing priorities across Agile teams with clear agendas and outcomes.
  • Stakeholder engagement and reproducible value delivery.
  • Skill-sharing and progression within the Agile DM Network.

Essential Criteria

✔ Evidence of successfully delivering medium-to-large scale high-quality digital products. ✔ Strong background in Agile Delivery Management. ✔ Proven record of balancing multiple prioritised, high-impact projects. ✔ Skilled at challenging barriers/challenging blockers to streamline delivery. ✔ Experience leading multidisciplinary teams towards shared goals. ✔ Influencing and negotiation prowess with diverse partners and stakeholders.

Some of our office sites are not long-term locations, and transfers may be required in the future (if applicable):

Sites with Future Relocations

  • Benton Park View, Newcastle → Will relocate to Pilgrims Quarter, Newcastle.
  • Telford Plaza, Telford → Will relocate to Parkside Court, Telford.
