Key Area: Integration Platforms

EIS delivers:

  • API services (inbound/outbound) enabling seamless integration between HMRC’s digital services and external actors.
  • File transfer solutions for secure, high-volume data movement within the UK and EU.
  • Support for developers and Government departments on authorised software integrations.
  • Implementation of modern open-source technologies in an agile operating framework.

Job Description

As an Agile Delivery Manager in EIS, you will:

  • Guide and empower multidisciplinary teams to deliver high-value digital solutions that align with user needs and HMRC strategic objectives.
  • Employ transformational Agile and Delivery Management practices, coaching stakeholders across CDIO and HMRC on adoption and adaptation.
  • Foster a collaborative culture while driving agility, transparency, and continuous improvement.
  • Partner alongside teams for full lifecycle coordination, monitoring progress (using frameworks like Scrum or Kanban), backlog grooming, risk mitigation, and forecasting.
  • Serve as an advocate for delivery excellence, ensuring team autonomy while aligning on priorities with executive stakeholders.

You’ll support the Agile Delivery Manager Community, led by passionate peers committed to knowledge sharing, mentorship, and mutual growth.


Person Specification

We seek an ambitious and self-driven individual with passion for people-centred delivery. Ideally, you:

  • Flourish in high-energy, digital-first environments—speed, problem-solving, and urgency are your strengths.
  • Master stakeholder influence and communication, bridging diverse needs across partnerships (internal/external).
  • Excel at coaching and mentoring, balancing clarity with empowerment.
  • Demonstrate freight with complex, large-scale projects requiring effective prioritisation, clarity of ambiguity, and ownership.
  • Hold first-class interpersonal skills with a bias for doing what’s best for users and the team.

Technical & Leadership Experience

  • Work-solutions in coaching multi-disciplinary teams and leading initiatives from inception to successful delivery.
  • Familiarity with financial management and commercial/supplier relationships in environments handling large-scale fiscal data.
  • Approach to Ambiguity and volume prioritisation for mission-critical, high-visibility workflows.

Key Responsibilities

Team Development

  • Champion Agile methodologies: Coach teams and stakeholders on scrum/kanban, facilitative leadership, and build capacity.
  • Mentor collaboration: Leverage team-forming tactics and model dynamic working structures.

Delivery Governance

  • Monitor and proactively manage risks/dependencies, removing blockers before they derail timelines.
  • Maintain actionable forecasting with clarity for reporting to senior leadership.
  • Balance visibility with transparency—hold both teams and stakeholders accountable to shared outcomes.

Stakeholder Alignment

  • Negotiate expectations with functional leads, delivery sponsors, and customers.
  • Establish clear timelines, quality benchmarks, and acceptance criteria.

Community Engagement

  • Actively contribute to the Agile Delivery Manager Community; participate in gemba walks, roadshows, and collaborative workshops.

Essential Criteria

  • Proven expertise in Agile Delivery Management (cinch is techniques such as ceremonies, retrospectives, and the sustainable pace of work).

  • Efforts to empower teams through hands-on approaches (mentoring, skill-building, conflict mediation).
  • Significantly extensive communication impact, e.g., stakeholder management in projects $500k+, cohesive alignment of IT/clerical teams, or streamlining cross-department collaboration.

Office Closures & Locations

HMRC office locations are evolving. Designated sites like: Benton Park View, Newcastle → Pilgrims Quarter; Telford Plaza → Parkside Court are subject to future relocation.

Willingness to relocate is a prerequisite—offers are behaviourlock-bound unless the closure criteria were pre-agreed.

Leeds-Specific Details

Applicants with current HMRC roles in Bradford may qualify for a Moves Adjustment Payment. Eligibility baselines outlined in HMRC’s Policy.
