Lead Land Relations Officer – Anglian Water Strategic Pipeline Alliance
Location: Remote (3–4 days on-site per week) –ununtil October (Etton), then North Norfolk Employer: Costain
About the Role
The Anglian Water Strategic Pipeline Alliance (SPA) is progressing a critical infrastructure project—planning, designing, and constructing 680km of new clean water interconnector pipelines and associated infrastructure across Anglian Water’s region. This role will initially operate within the Etton area, transitioning to north Norfolk later in 2024.
You’ll be a key communicator between landowners, farmers, and the project team, ensuring smooth collaboration while minimising disruption. The role is flexible (predominantly remote), with an average of 3–4 days per week on-site, and requires excellent stakeholder engagement, dispute resolution, and project compliance skills.
Key Responsibilities
Landowner & Stakeholder Management
- Single point of contact for all landowners, farmers, and tenants throughout the project lifecycle.
- Hold discussions to assess project impact on farming operations, explaining timelines, potential disruptions, and compensation arrangements.
- Coordinate pre-entry assessments, surveys, and environmental checks on landowners’ properties, collating responses and relaying critical data.
- Liaise with stakeholders regarding land and drainage matters, assisting the project team and consultants in post-construction drainage design solutions.
- Lead and finalise pre-entry and access agreements in collaboration with lands and site teams.

On-Site & Project Support
- Advise landowners on accommodation works (e.g., water troughs, irrigation aides, fencing) to maintain operational efficiency.
- Monitor and communicate potential soil management risks, ensuring protective safeguards are implemented.
- Proactively identify and report project issues to the team to maintain timelines and landowner satisfaction.
- Conduct during-construction site inspections to verify adherence to SPA working practices and landowner agreements.
- Oversee reinstatement works, ensuring alignment between project team and landowner expectations.
Project Completion & Closure
- Coordinate tasks to finalise project wrap-up, aiming for minimal long-term impact on landowners.
Requirements
Knowledge & Experience
- Proven experience in land relations management, ideally with:
- Contaminated Land remediation
- Statutory Nuisance compliance and dispute resolution
- Waste Management & Permitting (e.g., licencing, hazardous waste)
- Ecological Assessment & Conservation compliance
- Incident Investigation & Risk Assessment
- Strong understanding of relevant environmental legislation (UK-specific) and consents processes.
- Data analysis and interpretation skills (e.g., using GIS, Excel, or field survey data).
- Experience working with environmental regulators, local authorities, and legal teams.

Soft Skills & Expertise
- Excellent written/verbal communication to brief stakeholders and colleagues.
- Negotiation and conflict resolution to navigate disputes over land use or compensation.
- Organisational ability to manage multiple agreements, surveys, and compliance tasks.
- Documentation skills with proficiency in software:
- Microsoft Office (advanced Excel/Word)
- GIS mapping tools (e.g., ArcGIS/Google Earth Pro)
- PowerPoint presentations for stakeholder updates
Qualifications
- Degree-level qualification in an environmental sciences, land management, agriculture, or law-related subject.
- Membership of a recognised UK professional body (e.g., CIEEM, IMechE, IEMA).
- Full UK driving licence (essential for site visits).
