Job Description: Dedicated ASB Caseworker (Penzance & Redruth)
About the Role
An exciting opportunity has arisen for **two dedicated Anti-Social Behaviour (ASB) Caseworkers to join Cornwall Council’s Anti-Social Behaviour Team, in partnership with:
- Penzance Council (for the Penzance Post)
- Police & Crime Commissioner, Redruth Town Council, and Cornwall Council (for the Redruth Post)
The Service & Team
The Community Safety Team comprises several specialist sections, including:
- Community Safety Officers – Coordinate multi-agency prevention and response strategies
- Drugs & Alcohol Interventions – Deliver initiatives to reduce harmful behaviours and commission treatment services
- Safer Cornwall – Manage statutory Community Safety Partnership functions
- Domestic Abuse & Sexual Violence Team – Provide prevention, support, and trauma-informed services, including therapeutic interventions and safe accommodation
The ** Anti-Social Behaviour (ASB) Team ** operates within this framework, offering a high-quality, prevention-focused service through both non-confrontational engagement and enforcement. The team works collaboratively with police, housing providers, charities, and local communities to address issues such as nuisance, public disorder, and hate crimes across Cornwall.

Key Notes

- The roles are public-facing, so meeting the English language requirement for public-sector workers is essential.
The Role: Responsibilities
The dedicated ASB Caseworkers (Penzance & Redruth) are responsible for:
Direct Engagement & Intervention
- Conduct high-visibility foot patrols in Penzance Town Centre/neighbourhoods (Penzance post) and Redruth Town Centre/neighbourhoods (Redruth post), engaging directly with residents and businesses to address public health concerns, safety hazards, or unacceptable behaviour.
Case Management & Partnership Working
- Lead investigation of ASB cases, gathering evidence and coordinating with multiple statutory agencies (social services, housing, councils, probation, and voluntary sectors) to identify multidimensional solutions.
- Build rapport with affected communities, offer practicable advice/support, and work towards sustainable resolutions—often mediated through pre-legal intervention strategies.
- Construct evidence packages for legal proceedings (e.g., ASB Orders, criminal charging, or civil enforcement) and represent cases in criminal or civil court as required.

Multi-Agency Collaboration
- Work with Police, Prosecutors, Victim Services, Health Teams, and Youth Services to align interventions using a problem-solving, solutions-focused approach.
- Partner closely with local businesses and community safety forums, applying expertise to short-term fears (e.g., public fears related to panhandling, late-night noise) and long-term, chronic disruptions.
Additional Duties
- Attend prevention networks (e.g., seatting groups, recovery forums) or attend as a resource speaker for training initiatives.
- Perform emergency interventions (e.g., night-time patrols, perimeter patrols at events) during public events and peak policing hours.
- Assume on-call elements for specified meetings or rapid response needs.
Working Pattern
- Monday to Friday, 37 hours per week (standard hours).
- Some evenings/weekends may be required to meet deadlines, attend courts, or assist during high-activity periods (e.g., local festivals, major crime incidents).
Requirements
Skills & Experience
- A calming yet decisive approach: capable of de-escalating challenging situations diplomatically but decisively.
- Partnership work expertise: experience navigating complex situations with multiple agencies (e.g., statutory social workers, alarm units, Probation Services).
- Strong evidence management: adept at collating documents for legal use (e.g., sensors placements, affirmative statements, Early Help reviews).
- Conflict management: professional technique to swiftly navigate escalation but focus on restorative outcomes.
- Self-motivation & workload prioritisation: respond to multiple high-stakes demands with clear objective-reasoning (e.g., which of five cases is most deserving of urgent response?).
- Impartiality: base decisions consistently on legislative guidelines and evidenced harm.
Physical & Personal Fit
- Sound physical fitness. Ready to patrol indoors/outvolumes in climatic environments (rain/snow), extending to foot/scooter patrol use across varied terrain.
- Time and capacity to study underpinning legislation (e.g., Anton’s Law, PACE codes, harassment rights).
- Flexible approach: respond fluidly to unpredictable, multi-stranded developments.

ALEC & Legislative Review
- The role requires pre-deployment training in key ASB legislation, restorative justice processes, and safeguarding policies.
Supporting Documents & Vetting
- Filing and review of written correspondence following advanced police vetting.
- Must hold a full UK/EC driving licence with covered insurance.
- An enhanced DBS disclosure and advanced police body-check will be conducted as part of the hiring process.
Expected Length of Commitment
This is a 12-month rolling contract, extendable subject to funding approval.
