Responsible to:
Applications Portfolio Manager – Enterprise Applications
Key relationships/Functional links with:
Internal:
- Executive Directors
- Directors
- Service Group Managers
- Other staff across the Council as appropriate, mainly key users of Oracle Cloud in HR and Payroll
External:
- 3rd party suppliers currently working with the Council
- Other IT suppliers
- Government departments
- Other Public Sector organisations
Main Responsibilities and job activities:
- Investigating complex Oracle HCM incidents raised by business users through to fix and resolution.
- Managing system developments and changes from specification through to implementation.
- Overseeing Oracle Cloud quarterly updates, testing and other essential maintenance.
- Coordinating feeder system integrations into Oracle Cloud within the PaaS solution.
- Working in collaboration with the 3rd party technical support provider.
- Providing advice and guidance to stakeholders on best use of Oracle Cloud.

Experience and skills required:
- Experience of leading on the technical management of Oracle Cloud HCM modules including Core HR, Payroll, Absence Management, Time and Labor, ORC, BIP Publisher.
- Experience of maintaining and configuring Oracle Cloud HCM modules to meet business requirements and troubleshoot and fix issues.
- Experience of using service desk systems to manage user queries through to resolution.
- Experience of change management processes, systems configuration and testing techniques.
- Knowledge and understanding of Local Authority IT functions and requirements.
- Excellent written and verbal communication skills. Ability to communicate at all levels with clients, colleagues, partners and external organisations.
