Job Description: Cleaning Supervisor

Section 1 – Essential Criteria
(Shortlisting by application form)
Experience
Hold one of the following combinations:
- NVQ Level 3 in Cleaning Operations, BTEC National qualification, or two A Levels/equivalent plus 1 year’s demonstrable experience in delivering a multi-site cleaning service (or similar operational service); or
- 2 years’ demonstrable experience delivering a multi-site cleaning or similar operational service.
Demonstrable experience in:
- Engaging diverse stakeholders to ensure a customer-centric operational service.
- Identifying training needs and delivering training programmes.
- Managing staff engagement processes and personnel oversight.
- Operating computer software: Microsoft Word, Excel, PowerPoint and Outlook.
Mandatory Mobility Requirement:
- Have access to a suitably maintained and insured vehicle for Education Authority duties OR provide sufficient proof (on application) to satisfy the employer that an alternative reliable transport solution meets post requirements.
Knowledge
Familiarity with the functions of the Education Authority’s (EA’s) Cleaning Service and the EA as a whole.

Section 3 – Desirable Criteria (Shortlisted applications)
Experience
- Team management: Evidence of previously management or leadership of a large team (staff level).

Criminal Background Disclosure
The Safeguarding Vulnerable Groups (Northern Ireland) Order 2007 defines this role as involving “regulated activity” if it includes working directly with children or in specific facilities.
- Pre-employment requirement: Enhanced Police Disclosure certificate may be requested if employment is offered.

Responsible To: Cleaning Manager
Job Purpose
Supervise cleaning staff across multiple sites for a contract operator, ensuring services meet agreed quality standards and are delivered cost-effectively. Directly oversee smaller sites (e.g., libraries) and collaborate with stakeholders for customer-led improvements.

Key Areas & Duties
Performance & Staff Development
- Continuously improve performance and engage staff in identifying cost-saving or process-improvement techniques.
- Identify training gaps and jointly implement programs with HR/lower management.
Operational Oversight
- Associate with the Cleaning Manager to provide resource performance reviews and suggest developmental changes.
- Manage customer/client relationships, ensuring alignment on cleaning standards and operational expectations.
- Maintain optimal staffing levels and adequate relief arrangements; monitor absenteeism trends.
- Directly supervise staff in sites lacking supervision services (e.g., single-cleaner libraries).
Compliance & Quality Assurance
- Oversee cost efficiency of resources (staff, materials).
- Monitor finished work against standards for amenability and compliance—initiating corrective action where needed.
- Ensure staff understand and comply with statutory Health and Safety regulations.
Administrative Support
- Provide support to the Cleaning Manager on personnel and operational issues.
- Assist with related administrative tasks.
