Asset Data & Systems Manager

Vacancy: Asset Data & Systems Manager Closing date: Monday 29 June Shortlisting: Wednesday 1 July Proposed Interview date: Wednesday 8 July Salary: £53,393 About the vacancy: We’re looking for an experienced Asset Data and Systems Manager to lead and develop our asset data and systems function. This key role ensures the accuracy, integrity and effective use of asset data to support regulatory compliance, strategic decision‑making and long‑term asset planning. You’ll manage a specialist data team, act as system owner for asset management systems, and provide clear insight and reporting to support investment planning, compliance (including WHQS 2023 and FFHH) and organisational performance. This is an excellent opportunity for a strong leader with a passion for high‑quality data and continuous improvement in a regulated housing environment. Specifically, in the role you will: Strategic Data & Systems Leadership Lead and manage all asset data and systems processes, ensuring they support effective asset management, compliance, planning and reporting. Develop and maintain data standards, structures, validation rules and quality frameworks. Ensure asset systems are configured, maintained and optimised to meet organisational and regulatory requirements. Lead continuous improvement of asset data processes and digital solutions, ensuring alignment with wider organisational systems. Team Leadership & Workforce Development Provide leadership, coaching and development to: Asset Data & Systems Analysts (x2) Asset Data Technicians (x2) Asset Data Assistants (x2) Set clear expectations for quality, accuracy, productivity and compliance. Ensure consistent working practices, strong technical capability and a culture of data stewardship across the team. Data Quality, Validation & Assurance Ensure asset data is accurate, complete, validated and audit‑ready at all times. Oversee data cleansing, reconciliation, error resolution and quality assurance activities. Ensure regulatory and internal evidence requirements are met, including WHQS 2023, FFHH and Welsh Government reporting. Lead internal audit preparation and manage external audit data requests. System Ownership & Governance Act as system lead/owner for asset management systems (e.g., Keystone, Apex, or equivalent). Ensure system security, permissions, configurations and workflows support operational and strategic needs. Work with IT/digital teams to deliver upgrades, integrations, testing and system improvements. Ensure robust documentation, change control and governance. Reporting, Insight & Analysis Lead the production of asset reports, dashboards, KPI packs, statutory reports and board/executive information. Ensure data supports strategic planning, capital programme development and investment modelling. Provide insight on data trends, stock profiles, component lifecycles, risk indicators and compliance gaps. Cross‑Team Collaboration & Delivery Work closely with Asset Strategy, M&E, Property Safety, Repairs & Voids, Development and Finance teams. Ensure data is aligned and shared appropriately across service areas. Support capital planning, decarbonisation programmes, survey coordination and compliance activities. Act as key interface between operational teams, digital/IT providers and senior colleagues. Regulatory & Policy Compliance Ensure compliance with landlord data obligations under: WHQS 2023 evidence requirements Renting Homes (Wales) Act and FFHH Welsh Government statistical returns Audit Wales data standards Ensure appropriate evidence, documentation and audit trails support regulatory inspection. Other Requirements Represent the asset data function at operational and strategic meetings. Make decisions within delegated authority and escalate risks appropriately.
