We have a team of highly skilled and experienced professionals with extensive consulting and contracting experience, including engineers, scientists, and commercial managers. Our knowledge and expertise spans more than 30 years, across industries including: water, wastewater, marine, energy, and power sectors. AFECO is an engineering services provider, delivering high-quality process and MEICA design and installation projects predominantly across the South of England and Midlands for the water industry. We have excellent in-house engineering teams capable of delivering all stages of the project cycle, from concept through to commissioning, with a strong focus on process-led innovative and robust yet appropriate solutions.
We have a portfolio of varied projects covering both wastewater and clean water projects for planned and reactive projects.
Due to the expansion of our team, we are currently recruiting for a Completion Engineer to work within our multi-disciplinary teams. This is a great opportunity for enthusiastic individuals who fit in with our company values and are keen to develop in a forward-thinking organisation.
Role Overview
The Completion Engineer ensures that all project deliverables—including quality documentation, test records, safety files, red-line drawings, and asset data—are fully completed, validated, and submitted in accordance with client, regulatory, and contractual requirements. This role acts as the link between construction, commissioning, design, and client teams to ensure a smooth and compliant handover of new water and wastewater assets.

Key Responsibilities
Completion & Handover Documentation
- Develop and manage the project completion plan in line with client and water company standards.
- Coordinate, collect, and validate all completion documentation including:
- Inspection & Test Plans (ITPs)
- Quality Assurance documentation
- Commissioning certificates
- O&M manuals
- As-built drawings
- Asset Information (AID) / BIM data
- Manufacturer test certificates and warranties
- Ensure accurate traceability and version control of all documents.
Quality Assurance & Compliance
- Verify that all works meet design specifications, industry standards, and client frameworks.
- Support site inspections, audits, and quality reviews.
- Ensure compliance with CDM regulations, water industry standards, and internal QA procedures.
- Identify non-conformances and coordinate corrective actions with construction and commissioning teams.
Data & Asset Management
- Coordinate asset data capture (mechanical, electrical, ICA, and civil).
- Ensure completion of asset tagging, asset schedules, and digital records.
- Validate data for upload to client systems (e.g., SAP, Maximo, Ellipse, or specific water company systems).
- Ensure consistency between asset data, as-built drawings, and commissioning records.
Project Coordination
- Work closely with Construction Managers, Commissioning Engineers, Designers, OEMs, and subcontractors.
- Maintain the project completion tracker highlighting progress, gaps, and risks.
- Attend project progress meetings and report on completion status.
Handover Management
- Prepare and deliver the final handover package to the client Operations team.
- Support formal handover stages (such as Gate Reviews, Take Over / TOC, and Final Acceptance).
- Facilitate training sessions for Operations teams as required.
- Ensure all lessons learned are captured and fed into future project execution.
Essential Skills, Competencies & Experience
- Proven experience in the water or wastewater industry within project, QA, or commissioning roles.
- Strong understanding of MEICA systems and water treatment processes.
- Excellent organisational skills with the ability to manage large volumes of technical documentation.
- Ability to interpret engineering drawings, ITPs, commissioning records, P&IDs, asset schedules, and design specifications.
- Strong communication skills and the ability to coordinate cross-functional teams.
- Proficiency with document control platforms (e.g., SharePoint, Asite, Viewpoint, BIM 360).

Desirable Skills, Competencies & Experience
- Experience working with UK water company processes and completion standards.
- Familiarity with asset data structures and digital delivery requirements (BIM Level 2+).
- Knowledge of clean water network assets, wastewater treatment processes, pumping stations, or chemical dosing systems.
- Understanding of commissioning workflows and construction quality assurance.
- Experience in collaborative delivery models (e.g., alliancing).
Qualifications
Essential
- HNC/HND or degree in Engineering (Mechanical, Electrical, Civil, ICA, Process, or similar).
- CSCS/ECS card.
- Strong IT competency, especially with spreadsheets and document control systems.
Desirable
- EUSR (Clean Water Hygiene), Confined Space, First Aid, or similar water industry certifications.
- Training in quality management systems (ISO 9001).
- Membership of a recognised engineering institution (e.g., IET, IMechE, IChemE).
