- This position is designated as a management position and is covered by the Trial Court Personnel Policies and Procedures Manual.
Position Summary
This role involves responsible legal work and supervisory responsibilities. Employees in this position assist the Clerk of Court to perform administrative duties in line with state statutes and court rules. Key administrative tasks include:
- The preparation and maintenance of all court papers, records, case management, and ensuring cases progress efficiently.
- All work is under the direction of the Clerk or First Assistant Clerk.
- Supervision is exercised over support personnel within the Clerk-Magistrate’s Office.
Responsibilities

Support and continuity with judges:
- Aid judge general management and operation of sessions.
- Ensure case management continuity.

Primary scheduling tasks:
- Calendaring and managing case movements pursuant to time standards and relevant tracking orders.
- Maintain docket records of events and schedules on an automated case management system.

Logistical planning:
- Schedule hearings, conferences, and trials and notify all relevant parties, including counsels.
- Record and maintain complete, accurate minutes of all orders, judgments, or directions from the court.

Jury-related support:
- Assist judge with empanelment of jurors, trial proceedings, and verdict affirmation.
- Administer oaths, mark, and appropriately maintain exhibits in jury proceedings, including jury waived cases.

Remote proceedings:
- Coordinate telephone and video conferences by direction of the judge.
Judgment and transcript preparation:

Draft judgments and relevant orders based on judge’s direction.

Respond to inquiries from attorneys and pro se litigants regarding scheduling and procedural matters.

Case file management:
- Organize, maintain, and locate case files.
- Organize and assemble motion hearing documents and meeting agendas.

Recording and filing systems:
- Monitor and maintain electronic recordation of court proceedings.
- Examine and process all papers, exhibits, briefs, and transcripts to ensure compliance with rules of court.

Customer relations and public assistance:
- Provide counter assistance by answering questions from the public and attorneys about court procedures.
- Assemble, certify, and transmit records upon request by other courts or parties.

Processing and financial management tasks:
- Issue court process as required.
- Accept and record fees, bail, and other monies received.

Field presence:
- Attend hearings outside the courtroom (e.g., hospital settings where medical permissions are required).

Personnel supervision:
- Exercise supervision over support personnel within the Clerk’s Office as necessary.

Professional development:
- Engage with educational seminars and professional programs.

Additional tasks related to prisoner paralegals and other duties:
- Receive documents such as letters or pro se petitions from prisoners.
- Communicate with prisoners, draw orders for appointing counsel, as directed by the court.

Thorough legal knowledge and application expertise:
- Command mastery of state statutes, case law, court rules governing Clerk-Magistrate duties; strong ability to interpret and apply these to administrative practices.

Comprehensive court understanding:
- Proficiency in court procedures, legal documents, laws, and relevant legal factors.

Strong possession of organizational, functional, jurisdictional elements within the court framework.

Technical skills:
- Knowledge of and ability to operate computer software (e.g., MS Office: word processing, spreadsheets, databases, PowerPoint).

Record and documentation clarity:
- Operate managing complex and accurate court record systems.

Supervisory and management skills:
- Plan and manage workflows and guidance over subordinate employees.

Communication & Interpersonal skills:
- Strong ability to build and maintain effective working relationships with:

Minimum Requirements
Option 1:
- Bachelor’s degree; and
- 6 or more years of relevant experience in:
- Criminal justice
- Public administration
- Business administration, Including essential experience with supervision.
Option 2:
- Law degree or graduate degree in:
- Criminal Justice
- Public administration/business administration; and
- 2 years of relevant work experience.
OR An equivalent combination of higher education and relevant experience equaling 10 years total.
