Role Overview

Thirteen Group is seeking an Assistant Development Manager to join our Land and Development team.

You’ll play a pivotal role in the pre-commencement phases, helping to build development pipelines, conduct appraisals, and assist with approvals—guiding projects from initial opportunities through to completion.

This is a hybrid role, offering flexibility to work from home, our office at Hudson Quay, Middlesbrough, and on-site visits across our operating area. Your availability may fluctuate based on team or business needs.


Key Responsibilities

  • Manage and monitor development pipelines: Support strategic progression through identification, acquisition, feasibility, and planning, ensuring projects advance efficiently.

  • Support pre-commencement processes: Aid in budgeting, programming, and viability/appraisal processes for opportunities. Drive approvals through gateway and assurance stages, securing consents and consents tracking.

  • Lead pre-commencement coordination: Manage stakeholder agreements and oversee multi-disciplinary teams (contractors, consultants, solicitors). Build and maintain relationships with developers, landowners, agents, and local authorities to capture opportunities.

  • Communicate and report effectively: Produce clear reports, presentations, and briefings for internal teams, external stakeholders (e.g., committees) and gateways.

  • Facilitate successful handover: Ensure smooth transitions to post-commencement teams, maintaining continuity across projects.


About You

We’re looking for candidates with:

  • Experience in land acquisition, negotiation, and development pre-commencement phases.
  • A solid background in feasibility appraisal and early-stage risk management.
  • Knowledge of planning, design, sustainability, and economic viability principles in development.
  • Strong multitasking ability—managing multiple projects while prioritising deadlines.
  • Excellent communication skills, with proven experience in written reporting and MS Office (e.g., PowerPoint, Excel).
