Role Overview
Thirteen Group is on the lookout for an Assistant Development Manager to join our Land and Development team.
You’ll support the team in pre-commencement phases by building pipelines, conducting appraisals, and aiding approvals to take a scheme from a new development opportunity through to post-commencement stage.
This is a hybrid role, so you’ll work between home, our fantastic office at Hudson Quay in Middlesbrough, as well as going out to see development opportunities across our operating area. We’ll need you to be flexible around business and team need, so you may need to come into the office more frequently when required.

- Assist with developing, managing and monitoring a development pipeline. You’ll support the team to progress projects through the identification, acquisition, feasibility, and planning processes.
- Support in delivering development projects through the pre-commencement process. This includes preparing budgets and programmes and supporting the viability/appraisal process for land opportunities.
- Help manage the pre-commencement gateway and assurance process, ensuring all agreements, consents, and approvals are secured and monitored.
- Support the appointment and co-ordination of multi-disciplinary project teams, including contractors, consultants and solicitors. You’ll help build relationships with developers, landowners, agents and local authorities to secure opportunities.
- Produce clear reports, presentations, and information for internal and external stakeholders and committees.
- Ensure a smooth handover process to the post-commencement team on all development projects.
About You
- You’ll have experience in land acquisition, negotiation and development pre commencement processes.
- Experience in feasibility appraisal and early-stage risk management, and you’ll have a good understanding of development design, feasibility, planning and sustainability principles.
- The ability to manage multiple projects, with strong prioritisation and time management skills.
- Excellent communication skills, with the ability to produce high-quality written reports and present information using MS Office.
