Role Overview
We’re seeking an Assistant Development Manager to join our Land and Development team at Thirteen Group.
Your role will involve supporting the team through pre-commencement phases, including pipeline development, appraisals, and approvals—taking development opportunities from initial identification through to post-commencement stage.
This is a hybrid role, with a mix of home working, visits to our Hudson Quay office (Middlesbrough), and site inspections across our operational area. Flexibility is key—you may need to be on-site on occasion, depending on team and business requirements.

Key Responsibilities
- Collaborate in developing, managing, and tracking the development pipeline, guiding projects through key phases:
- Identification → Acquisition → Feasibility → Planning
- Support pre-commencement delivery, including budgeting, programmes, and viability/appraisal for land opportunities
- Manage gateway and assurance processes, ensuring all agreements, consents, and approvals are secured and monitored
- Assist in coordinating multi-disciplinary project teams (contractors, consultants, solicitors) and building relationships with:
- Developers
- Landowners
- Agents
- Local authorities
- Compile reports, presentations, and stakeholder communications (internal/external) effectively
- Facilitate smooth project handover to post-commencement teams
About You
You’ll bring experience and skills in:
- Land acquisition, negotiation, and development pre-commencement processes
- Feasibility appraisals, early-stage risk management, and thorough knowledge of:
- Development design
- Feasibility principles
- Planning
- Sustainability
- Strong project management capabilities with excellent prioritisation and timekeeping
- Customer-focused written communication, fluent in MS Office tools (e.g., report drafting, presentations)
