Role Overview
Thirteen Group is looking for an Assistant Development Manager to join our Land and Development team.
You’ll support the team in pre-commencement phases by:
- Building pipelines
- Conducting appraisals
- Assisting approvals
This will take a development scheme from a new opportunity through to the post-commencement stage.
This is a hybrid role, so you’ll work between:
- Home
- Our fantastic office at Hudson Quay, Middlesbrough
- Visiting development opportunities across our operating area
You’ll need to be flexible around business and team needs, so you may need to come into the office at short notice for peak periods or project deadlines.

- £43,798 per annum

Key Responsibilities
- Pipeline Development:
Assist with developing, managing and monitoring a development pipeline. This includes:
- Supporting projects through identification, acquisition, feasibility, and planning phases
- Pre-Commencement Support:
Deliver development projects through pre-commencement processes by:
- Preparing budgets and programmes
- Supporting the viability/appraisal process for land opportunities
- Process Co-ordination:
- Manage the pre-commencement gateway process
- Ensure all agreements, consents, and approvals are secured and monitored
- Team Co-ordination & Stakeholder Engagement:
- Support appointment and co-ordination of multi-disciplinary project teams, including contractors, consultants and solicitors
- Build relationships with developers, landowners, agents, and local authorities to secure opportunities
- Reporting & Communication: Produce clear reports, presentations, and concise information for internal and external stakeholders/committees
- Smooth Handover: Ensure a seamless transition of all development projects to the post-commencement team

About You
- Experience in land acquisition, negotiation, and pre-commencement processes
- Background in feasibility appraisal and early-stage risk management
- Solid understanding of development design, feasibility, planning, and sustainability principles
- Strong prioritisation and time management skills
- Excellent oral and written communication, including producing high-quality reports using MS Office
