Assistant Director for Administrative Services

Department of Behavioral Healthcare, Developmental Disabilities & Hospitals Division Salary: $127,367.00 – $145,885.00 Job Requisition Number: JR103312 Pay Grade: C00143 Scheduled Work Days & Hours: Monday–Friday, 8:30 AM–4:00 PM (Non-standard 35-hour schedule)


About the Role

This position serves as an Assistant Director for Administrative Services, combining strategic leadership in public healthcare administration with a specialized focus on clinical informatics.

The role is responsible for:

  • Leading the implementation and maintenance of BHDDH’s new Electronic Health Record (EHR) system
  • Managing a team of clinical and non-clinical analysts to optimize EHR workflows, reporting, and system configuration
  • Ensuring alignment between clinical needs, regulatory requirements, and operational priorities

This position blends administrative oversight (as originally transcribed) with clinical informatics expertise in an evolving hybrid role.


Key Responsibilities

General Administrative Leadership

  • Develop and implement comprehensive administrative programs aligned with departmental policies, goals, and state/federal regulations
  • Serve as a liaison between state/federal agencies, municipalities, and external stakeholders
  • Oversee special project development and coordinate efforts across divisions
  • Ensure resources are utilized compliance with legal and regulatory obligations

EHR Directorship (Clinical Informatics Specialization)

  • Lead the implementation and Maintenance & Operations (M&O) of the BHDDH EHR system
  • Strategic guidance for the budgeting, optimization, and ongoing support of EHR solutions
  • EHR governance, including access management, policy enforcement, and change prioritization
  • Workforce oversight: Manage a team of analysts (clinical and non-clinical) for configurations, workflow redesign, integrations, and operational support
  • Collaborate with clinical leadership, operational teams, and IT to align EHR with real-world workflows

Operational Focus Areas

  • Workflow Design & Optimization
    • Refine clinical and administrative processes in tandem with EHR adoption
    • Oversee integrations/interface development to support seamless operations
  • Clinical & Operational Liaison
    • Translate physician/clinical needs into system configurations and enhancements
    • Engage vendors and IT in supportive yet clinically logical solutions
  • Data-Driven Decision Making
    • Promote decision support tools, reporting, and analytics for quality improvement
    • Bridge between EHR capabilities and regulatory compliance
  • Change Management & Training
    • Educate staff and leadership on EHR capabilities and best practices
    • Mitigate adoption barriers through structured training and communications

Requirements

Education & Experience

Candidates must demonstrate one of the following:

  • Option 1: A Bachelor’s Degree in public administration, business administration, or another relevant field, combined with extensive experience in administrative leadership (including program coordination, regulatory oversight, or stakeholder management) OR
  • Option 2: Equivalent training/experience via combinations of education and specialized roles (e.g., clinical informatics, healthcare technology, or public management)

Specialized Focus (Informatics Role):

  • Minimum 7 years experience in:
    • Clinical informatics (preferred)
    • Healthcare IT systems design, implementation, or optimization
    • Progressions into leadership roles (e.g., managing clinical teams,.sqrt, vendor contracts, or EHR projects)
  • Minimum 5 years as a leader in clinical informatics or IT, with hands-on experience in:
    • Clinical systems integration
    • Workflow redesign in healthcare settings
    • Collaborative problem-solving with multiple teams and stakeholders

Required Skills & Knowledge

  • Proficiency in:
    • Administrative and supervisory policies
    • Federal/state healthcare regulations and compliance (e.g., HIPAA, EHR standards)
    • Civil rights and equal opportunity programs
  • Ability to:
    • Coordinate teams for complex administrative and technical projects
    • Effectively bridge gaps between clinical and IT stakeholders
    • Analyze programs/services for cost-benefit and efficiency improvements

Preferred Skills & Experiences

✔ A master’s degree in nursing, clinical informatics, health information systems, healthcare administration, or a related field ✔ EHR certifications (e.g., CHDA, CAHIMS) or deep technical familiarity with Epic, Cerner, or similar systems ✔ Experience with project management methodologies (e.g., Agile, Lean) in healthcare settings ✔ Strong understanding of regulatory scenarios such as JCAHO, CMS requirements, or Meaningful Use mandates ✔ Change management strategies for large-scale technology rollouts ✔ Previous interdisciplinary collaboration with vendors, clinicians, and IT professionals
