Assistant Operations Manager

Assistant Operations Manager – Bristol Water

Department: Bristol Water Location: Bristol Water HQ Compensation: £40,000–£48,000 per year

About the Role

As an Assistant Operations Manager, you will guide the operational and financial performance of the Bristol Water contract, ensuring delivery is safe, timely, and aligned with key customer expectations. This role supports the contract succession plan and offers opportunities for learning from senior Operations Managers, with the potential to progress into a leadership position in the future.


Key Responsibilities

You will contribute to the following operational tasks under supervised guidance:

Operational Leadership

  • Oversee reinstatement teams and their daily activities.
  • Manage labour allocation to ensure cost-effectiveness, including recruitment, disciplinary processes, wage management, and absence tracking.

Team Development

  • Coach and develop staff to promote growth and consistency in team culture.

Contract & Compliance Oversight

  • Support in managing the framework and cover programme while meeting KPIs.
  • Assist with the defect programme to ensure KPI compliance and attendance at Highway Meetings.

Reinstatement & Compliance

  • Utilise knowledge of Reinstatement for Utilities to ensure high-quality work.
  • Ensure customer satisfaction is maintained at all times.

Technical & Digital Compliance

  • Manage feedback and documentation through Modular+ (smartphone system) and client computer systems for both financial and reinstatement reporting.
  • Liaise with Support Services and Streetworks Teams to resolve liabilities such as FPN (Fixed Penalty Notice) and Section 74 issues.

Regulatory & Safety Compliance

  • Comply with NRSWA (National Register of Streetworks Companies) regulations.
  • Conduct Team Inspections to enforce regulatory compliance, safety, and quality standards.

Health & Safety Representative Duties

  • Understand and uphold health & safety policies.
  • Perform workplace inspections, report hazards, and investigate incidents/accidents.

Financial & Contractual Focus

  • Review tender promises sheet and lead a monthly client commitment check-ins with Network Plus affiliates.
  • Ensure all work aligns with health, safety, welfare, and environmental regulations whilst maximising profitability.
  • Maintain compliance with client authorisation and quality specifications.

Operational Assurance & Best Practice

  • Ensure CDM (Construction Design & Management) regulations are adhered to.
  • Assess sub-contractor and direct labour health & safety credentials before project commencement.

Risk & Mitigation

  • Develop suitable risk assessments and method statements in advance of other works.

Leadership & Team Support

  • Manage and motivate a team by delegating effectively and setting a strong workforce example.
  • Drive a culture of discipline, competence, and continuous improvement in training needs.

Business Awareness & Commercial Strategies

  • Ensure planned vs actual productivity metrics inform business decisions.
  • Optimise resource management (labour, materials, plant) while maintaining workload efficiency.
  • Monitor commercial arrangements to align with contract margins and client demands.
  • Engage with business development initiatives through client interactions and company governance.

Requirements & Skills

Essential

  • Utilities work experience equivalent to a Streetworks Supervisor or similar role.
  • Understanding of reinstatement processes and relevant Streetworks qualifications.
  • Proficient in Microsoft Excel & Word.
  • Financial and commercial awareness.
  • Health & safety knowledge/qualifications (advantageous).

Preferred

  • Relevant formal qualifications and compliance authorisations.
  • Health & Safety professional certification preferred.
