ECL Civil Engineering Ltd. is a leading provider of civil engineering, infrastructure, drainage, and groundwork solutions, specializing in large-scale residential-led strategic sites across the U.K.
Role Overview
We are seeking a motivated and detail-oriented Junior / Assistant Planner to join our civil engineering team, supporting the delivery of Section 278 and Section 38 highway schemes for both commercial and residential developments. This role will primarily support tender and pre-construction planning activities, alongside assisting with live project programme updates. The position is office-based with regular site visits, providing exposure to both planning and on-site project delivery. In addition to planning responsibilities, the role will support a range of wider pre-construction activities required for tender submissions.
Key Responsibilities
Pre-Construction & Tender Planning
- Assist in the preparation of tender programmes for S278 and S38 schemes
- Review drawings, specifications, and scopes to support programme development
- Support identification of key construction sequences (earthworks, drainage, kerbing, surfacing, utilities)
- Assist in developing phasing strategies, including traffic management considerations
- Contribute to outline methodologies and sequencing plans

Wider Pre-Construction Support
- Assist in the production of contractor’s proposals and tender submission documents
- Support the development of programme narratives and written methodologies
- Help compile organograms, logistics plans, and supporting submission information
- Assist in preparing case studies and project experience documentation
- Contribute to the coordination and collation of tender return information
Programme Development & Management
- Assist in developing and maintaining project programmes using Elecosoft Asta Powerproject (training provided)
- Update programme progress based on site input and project data
- Support monitoring of progress against baseline programmes and flag potential delays
- Assist with integration of subcontractor and utility programmes
Site & Project Support
- Liaise with site teams to collect progress updates
- Support the preparation of short-term lookahead programmes (2–6 weeks)
- Assist with progress reporting and programme narratives
- Attend site visits to understand construction sequencing and progress
Skills & Experience
Essential
- Some experience within construction or civil engineering (e.g. site-based role, graduate position, or placement)
- Basic understanding of construction processes and sequencing
- Strong organisational and analytical skills
- Proficient in Microsoft Office (particularly Excel and Word)
- Good written and verbal communication skills

Desirable
- Exposure to highways or infrastructure projects (S278/S38 experience advantageous)
- Awareness of construction sequencing in civils works (drainage, roads, utilities, etc.)
- Familiarity with planning software (e.g. Asta Powerproject, Primavera P6, MS Project) – not essential
- Relevant qualification in Civil Engineering, Construction Management, or similar

- Mentorship from experienced planners and pre-construction team members
- Clear progression pathway to Planner level

Location
Primarily office-based with regular site visits as required
Will need to hold a full UK Drivers Licence
