The salary scale for a Band 3 has been adjusted as part of the NHS Agenda for Change pay award for 2026/2027 and will be implemented in August 2026 backdated to 01 April 2026 where applicable.

This role will be part of the Cardiff and Vale Integrated Partnership within Procurement Services.
The role is to co-ordinate the timely delivery and management of a range of allocated contracts, including the category strategy that offers value for money, utilising a range of electronic tools and stakeholder engagement.
The process from the identification of demand through to the award and publication of contracts in line with the published contract programme ensuring compliance with Organisational standards and relevant legislation.
Main duties of the job
The post holder will support the Head of Procurement and wider procurement team in providing a procurement service through excellent customer service, administration and management of new and existing contracts.
In addition to the criteria outlined in the specification you should demonstrate how you would apply your commercial acumen and utilise your skills to deliver in the complex changing environment within NHS Wales.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Essential criteria
- Qualified to CIPS (Level 4 Diploma) or equivalent experience
- 5 GCSE's Grades A-C including Maths & English or equivalent experience
Knowledge
Essential criteria
- Ability to be able to define your understanding of category management
- Ability to be able to define your understanding of risk management
- Ability to be able to define your understanding of what the business needs are across Procurement Services
- Ability to be able to define your understanding of delivering value for money
- Ability to be able to define your understanding of the whole supply chain process
- Ability to be able to define your understanding of key performance indicators
- Ability to be able to define your understanding of e-procurement
- Ability to be able to define your understanding of the need for compliance
- Ability to be able to define your understanding of legal requirements of a contract
- An understanding of the external influences that could impact Procurement Services in NHS Wales

Desirable criteria
- Understanding of EU Procurement

- Proven experience of delivering complex procurement projects
- Proven experience of assessing business needs

- Proven experience of developing evaluation criteria
- Proven experience of producing contract award reports
- Proven experience of contract management
- Proven experience of implementation of contracts
- Proven experience of engaging with key stakeholders
- Experience of managing multiple projects simultaneously - ability to effectively plan, meet demanding deadlines, balance complex stakeholder needs.
- Demonstrate experience of dealing with contract legislation, compliance and probity issues.
- Demonstrable track record of delivering savings against targets, non-financial benefits and other key performance indicators.
Desirable criteria
- Awareness of Quality standards and working with ISO policies and procedures
- Demonstrate experience of contributing to the business planning processes; assisting development of a contract plan and savings plan
- Experience of people / staff supervision / management – preferably management experience within a procurement or supply environment.
- Experience of managing risk, establish mitigating action and managing issues to deliver a positive conclusion.
- Experience of category management and developing team work plans

- Ability to drive and lead a comprehensive data gathering on products and suppliers.
- Ability to communicate complex information effectively to multidisciplinary groups of staff and customers at all levels.
- A good builder of productive relationships and the skill to be able to maintain effective business partnering relationships.
- IT proficiency particularly in the use of MS Office; complex spreadsheets, bespoke complex databases and use of web based systems.
