Assistant Project Manager - Defence

Assistant Project Manager – Civils Package (HMNB Devonport)

We are looking for a talented Assistant Project Manager to support the safe and successful delivery of the Civils package of works as part of a major infrastructure upgrade at HMNB Devonport. You will help plan, direct, manage, and oversee the implementation of works, ensuring all objectives are delivered within the agreed schedule, budget, and health, safety, and quality parameters. The role requires strong communication and collaboration with clients, contractors, subcontractors, consultants, and internal stakeholders.

⚠️ Note: Due to the nature of this Defence project, candidates must be eligible to obtain security clearance (SC). Existing SC clearance is highly desirable.


Responsibilities

Support the NSST and Enabling Works Package Manager in day-to-day package delivery:

  • Assist in managing the berth wall strengthening package from design through to close-out.
  • Support the design development process, including reviewing and engaging with design submissions.
  • Help manage procurement activities, including reviewing and appointing subcontractors with the commercial team.
  • Provide support to construction managers and monitor site progress against the programme.
  • Manage and review contractor reporting and dashboarding.
  • Attend progress meetings with the client and supply chain, and chair meetings when required.
  • Monitor contractor design, programme deliverables, and safe systems of work.
  • Oversee key quality sign-offs, FAT ( Factory Acceptance Test ) activities, and technical document submissions.
  • Assist with review of changes, RFIs (Request for Information), TQs (Technical Queries), and advise on scope or programme impacts.

Requirements

Essential

  • Experience in reinforced concrete construction and temporary works.
  • Experience with engineering design processes.
  • Familiarity with NEC4 (New Engineering Contract) contract management and procurement processes.
  • Knowledge of construction contract administration systems (e.g., CEMAR).
  • Strong organisation and time-management skills.
  • Good communication and stakeholder management capabilities.
  • Experience working in regulated industries (e.g., nuclear, aviation, rail, or similar).
  • Understanding of relevant design and quality standards (e.g., Eurocodes, British Standards).
  • Awareness of key legislation: HASAWA 1974, CDM 2015, PUWER 1998, LOLER 1998.
  • Degree, HNC/HND in Civil Engineering, or equivalent qualification + CSCS card.
