AECOM has been appointed to all three Flood Risk and Asset Management (FRAM) Lots under the UK Government’s Construction Professional Services 2 (CPS2) Framework—strengthening our 25-year partnership with the Environment Agency.
In this role, you’ll support the agency in delivering record flood and coastal risk management projects—projects that reduce flood risk and protect communities while benefiting the environment.
We are seeking Assistant Project Managers and Project Managers with expertise in the water industry to join our Infrastructure Project Management team across our North, Midlands and Scotland Region, operating from 8 regional offices.

The Role
As an Assistant/Project Manager, you’ll be responsible for delivering capital investment projects from inception to commissioning. This includes project support, leadership, client interaction, and contract administration.
Your responsibilities will include:
- Managing full project lifecycle stages:
- Initial studies and definition.
- Design, procurement, and contract administration (via NEC4 contracts).
- On-site delivery and commissioning.
- Programme Management—supporting NEC contract administration (PSC and ECC) and leading project rollouts.
- Leading or supporting project commissions while ensuring:
- Quality delivery within budget, time, and scope parameters.
- Effective stakeholder relations with clients, contractors, and cross-functional teams.
- Proactive resolution of problems fostering a right-first-time ethos.
- Supporting digital project delivery and coordinating between project stakeholders.
- Supporting business development by enhancing client relationships.
- Contract compliance—ensuring all NEC contracts are correctly administered (both professional and engineering elements).
- Proactively soliciting client insights during procurement, including tender reviews and strategy advice.
- Mentoring Graduates and Apprentices in their professional development.

Key Responsibilities
- Project Delivery—Ensuring water sector projects are executed on time, within budget, and meet quality standards.
- Stakeholder & Client Management—Nurturing strong business relationships with clients.
- Contract Administration—Engagement under NEC4, including managing tender documentation and procurement processes.
- Development Support—Assisting in business development and reputational improvement through client interactions.
- Team Mentoring—Providing guidance and support to junior team members.
Experience Required
Essential:
- Infrastructure project experience, with a focus on the water sector (essential).
- Demonstrated project management skills aligning with a consultancy environment:
- Experience in full PM spectrum—minuting, managing procurement, reporting, and post-contract administration.
- Collobarative style: Ability to work effectively in an integrated team alongside contractors and consortium partners.
- Analytical, numerate, and structured communication via written and verbal channels.
- Rural management experience beneficial to thrive within AREA stakeholder engagement and delivery challenges.
- Genuine drive for personal and professional development.
Desirable:
- Qualifications in:
- APM PMQ or PRINCE2 (preferable).
- Certification from applied accreditation (accredited NEC ECC membership).
- Membership of professional bodies: APM or CIOB (including applicant/membership status).
- BS 8401 Project Management Standard preferred.
- Experience with AECOM or Public Utilities across its geographical regions.

Technical Requirements & Competencies
- Knowledge of NEC ECC contract conditions (especially an aspiration towards formal OFTEC accreditation).
