AECOM has been appointed to deliver Flood Risk & Asset Management (FRAM) Lots under the UK Government’s CPS2 Framework, marking our 25-year partnership with the Environment Agency.
The role involves supporting the Environment Agency in leveraging their £record investment programme to:
- Reduce flood risk
- Protect communities
- Enhance environmental sustainability
We’re looking for Assistant Project Managers (APMs) and Project Managers (PMs) with experience in water sector project delivery to join AECOM’s Infrastructure Project Management Team in our South East and Anglia Region.

Key Responsibilities
As an Assistant Project Manager or Project Manager, you’ll be responsible for whole-lifecycle management of water and flood management projects, from inception to commissioning. Key responsibilities include:

Core Project Delivery
- Work with Senior Project Managers / Associates to lead or assist in successfully managing:
- Capital investment projects
- Commission intake and support
- Operate across all project phases:
- Option studies
- Design and development
- Construction tender support
- NEC contract administration
- On-site delivery and commissioning
Client & Stakeholder Engagement
- Client-side project support:
- Attend and chair project meetings
- Take minutes and actively engage in discussions
- Develop the Project Execution Plan (PEP)
- Prepare progress reports
- Support procurement strategies and tender documentation
- Oversee post-contract management and administration
- Build strong relationships with stakeholders across the client, contractor, and internal cross-functional teams
- Adhere to scope, budget, and timeline targets, resolving disputes when possible
Technical & Operational Leadership
- Coordinate H&S, risk, quality, contract, and schedule management
- Sync the project team, ensuring proper resource allocation
- Ensure deliverables meet client and business objectives
- Provide mentorship to Graduates and Apprentices on contract management principles
Commercial & Contract Management
- NEC contract administration using contract management systems
- Support procurement and tender reviews
- Advisor the client on commercial strategies
Business Development & Networking
- Leverage project delivery to support business growth with existing/ongoing clients
Education & Requirements
Essential Qualifications
- Demonstrated experience in a consulting role delivering full spectrum PM services, including:
- Chairing/proactively participating in meetings
- Developing the Project Execution Plan (PEP)
- Tender documentation preparation

- Undergraduate or postgraduate degree in relevant fields such as:
- Project management
- Engineering
- Environmental science
- Construction
- Similar discipline
Desirable Qualifications
- Project management qualification (e.g., APM PMQ, PRINCE2)
- Professional portfolio status (chartered or associate member of CIOB, APM, IS hydrogen-related EU guidelines)
- Familiarity with the NEC contract suite, particularly PSC and ECC
