Position Overview
The European Bank for Reconstruction and Development (EBRD) relies heavily on donor funds to fulfil its transformational mandate. In 2025 alone, the Bank mobilised over €2.1 billion in new donor support, managing a total portfolio of €6 billion. The Donor Partnerships (DP) department plays a central role in fostering strong, mutually beneficial relationships with donors while securing access to support that aligns with the Bank’s strategic objectives.
The Associate Director, Head of Bilaterals, Philanthropics and SSF, leads donor engagement and fund management—overseeing bilateral, multi-donor funds (including the Shareholder Special Fund (SSF)), and private/philanthropic partnerships. This role ensuring strategic alignment, portfolio diversification, and effective mobilisation of donor resources while maintaining compliance with both donor requirements and EBRD policies.
Under the leadership of the Director Donor Partnerships, this senior role sets strategic direction, builds high-impact donor collaborations, and optimises funding structures to advance the Bank’s transition mandate in emerging and developing economies.
Key Responsibilities
1. Strategic Donor Relationship Management
- Build and strengthen productive, long-term partnerships with public, private, and philanthropic donors.
- Expand the Bank’s donor community, focusing on underrepresented regions (including new geographies at EBRD) and emerging funding frontiers.
- Strengthen engagement with blended finance, grants, guarantees, and concessional instruments across diverse sectors.
2. Fundraising and Proposal Creation
- Develop and execute targeted fundraising strategies to mobilise donor support on favourable terms.
- Craft compelling funding proposals and pitches tailored to different donor priorities (including blended finance, grant-based, and performance-linked solutions).
- Negotiate donor agreements, ensuring alignment with the Bank’s policies, priorities, and operation needs.
- Represent EBRD in negotiations to secure strong funding commitments.
3. Funding Architecture & Fund Management
- Design an attractive, flexible donor funding architecture that reflects both donor expectations and user team demands.
- Establish and manage bilateral funds, trust funds, and special vehicles, ensuring transparency, efficiency, and compliance.
- Monitor and assess multi-donor portfolio performance, organising events (donor assemblies, visits, conferences) to strengthen relationships and fund renewal.
- Oversee grant/capitalisation and reimbursable or performance-based funding schemes.
- Support portfolio expansion initiatives (e.g., modernising donor management systems).

4. Net Income Funds (SSF Focus)
- Lead the Shareholder Special Fund (SSF)—EBRD’s primary internally funded mechanism—ensuring predictable support for Bank priorities.
- Develop and approve Work Plans, Rules, and SSF operational guidelines aligned with EBRD strategies.
- Engage shareholder communities to sustain SSF replenishment and growth.
- Ensure SSF compliance with stakeholder oversight, Bank-wide priorities, and recipient needs.
5. Strategic Intelligence & Outreach
- Manage communication strategies to enhance donor engagement and visibility, including storytelling around EBRD’s successes.
- Track global development trends and share insights with internal/external stakeholders.
- Facilitate knowledge-sharing on donor priorities, funding opportunities, and policy shifts.
- Represent EBRD in international donor forums, supporting high-level diplomacy.
6. Internal Coordination
- Collaborate with banking and non-banking operational teams (HQ and country offices) to align donor strategy with project delivery.
- Improve systemic use of donor funds while meeting diverse needs.
7. Analysis, Reporting & Results
- Generate financial analyses of EBRD’s donor/multi-donor portfolio, identifying trends and challenges.
- Deliver high-quality donor reports and communications, focused on outcomes and impact.
- Present metrics-driven storytelling, showcasing EBRD’s collective results across regions and instrumental frameworks.
8. Team Leadership & Staff Management
- Foster a positive, high-performance work environment, defining clear objectives for team members.
- Lead recruitment, development, and performance management, championing Bank-wide competencies (Inclusivity, Innovation, Trust, Responsibility).
- Embed integrity and ethical conduct into team culture.
9. Contributions to DP Strategy & Wider Against Priorities
- Support Director Donor Partnerships in strategic policymaking and team alignment.
- Contribute to DP policy, cross-cutting analysis, and cross-team collaboration.
Qualifications & Required Competencies
Knowledge & Expertise
- Development Finance: Deep understanding of the global development landscape, blended finance, and results-based aid delivery.
- Donor Dynamics: Breadth of knowledge across bilateral, multilateral, private, and philanthropic M&A; familiarisation with donor policy priorities and M&As.
- EBRD Context: Insight into the Bank’s investment instruments, policy reform, and advisory tools.
- Advanced Industry Standards: Best practice in donor coordination, accountability frameworks, and trust fund management.

- Team & Talent Development: Demonstrated capacity to build, lead, and empower cross-cultural teams while balancing stakeholder interests.
Education
- A Masters’ degree in:

- Economics or Finance (development specialisation)
