About the Role
Location & Focus
The role is urban London-based, focused on high-impact Infrastructure projects, with a Senior Quantity Surveyor/Commercial Manager reporting as an Associate Director at Turner & Townsend.
Main Purpose
The Associate Director acts as the Commission Manager, overseeing end-to-end delivery for large or complex commissions with technical and client-facing accountability. Key responsibilities include:
Commission & Client Management
- Serve as the primary day-to-day client interface, ensuring alignment with client objectives via value-add cost management services.
- Drive the feasibility and procurement process, including:
- Feasibility studies and procurement reports
- Application of value management techniques
- Involvement of Turner & Townsend’s specialist value management teams
- Cost planning and presenting final cost plans
- Managing procurement lifecycle: pre-qualification, enquiry, vendor analysis, selection, and contract drafting
- Oversee cost variance management, change control, and post-contract admin, ensuring adherence to NEC3 contracts (e.g., Option C – Target Cost).
- Lead monthly cost reporting and stakeholder presentations.
- Execute final accounts negotiation and project closure.
- Act as the client-facing liaison at all stages, interfacing with internal colleagues and partners.

Commercial & Business Development
- Develop strategic client relationships, including business growth with both existing and new clients.
- Identify cross-selling opportunities and collaborate with Directors to construct bids for new projects.
Operational & Process Improvement
- Optimise cost management tools and templates to enhance service quality.
- Implement staff management practices (when relevant), including:
- 2nd-round recruitment interviews
- Resource allocation and junior staff appraisals
- Overseen teams of Senior Cost Managers & Assistant Cost Managers
Administration
- Collaborate on knowledge management for firm-wide best practices.
Requirements
Candidates Should Demonstrate:
✔ Proven experience in cost assessment, quantity surveying, or commercial management across infrastructure projects. ✔ ** MRICS accreditation** is highly desirable. ✔ Expertise in NEC3 contract frameworks (especially Option C – Target Cost). ✔ Hands-on post-contract administration. ✔ Project leadership in major infrastructure programmes/projects, specialising in:
- Rail/air transport
- Water/utilities
- Roads/highways
