HMRC is replacing legacy applications with SaaS and PaaS cloud services. We need product managers to add value through hands on product development. You must understand how Business Developed Applications (BDApps) fit within the wider enterprise technology stack.

Job Description

This is a challenging role for those looking to deliver technological change during a period of organisational transformation. It offers the opportunity to make a real difference to people’s lives by delivering high-quality Business Developed Applications and digital products.

You will be responsible for ensuring best practices, governance and standards are adhered to across the department and tasking teams to deliver quality BDApp software products. You will lead the product lifecycles informed by architectural, engineering and HMRC directives. With a focus on operational stability, robustness, resilience, availability and quality you will be accountable for team products.

Person specification

The successful candidate will be able to take responsibility for defined areas of a BDApp product and keep work moving without needing close supervision. You will work with software development teams to shape and manage tasks so they are clear, prioritised and ready to build, stepping in when priorities change or issues arise. This includes handling more than one area of work at the same time, keeping delivery on track when pressure increases and making practical decisions about what matters most.

You will work with a wide range of people, from developers and designers to senior stakeholders and operational teams, and adjust how you communicate to suit each group. You will explain what is being built, why it matters and how decisions have been made, using evidence from user research and delivery data. You will also help raise awareness of the product beyond your immediate team, sharing progress and outcomes so others understand its value and how it fits into wider organisational goals.

You will play an active role in the team, working closely with others to solve problems and improve how things are delivered. At the same time, you will be comfortable picking things up yourself, spotting risks early and moving work forward without waiting to be asked. You will stay focused on delivering things that make a real difference, using feedback and simple measures to check whether what you are building is working as intended.

  • Manage and prioritise work for a BDApp software delivery team
    Plan and track tasks for features or components, ensuring work is clearly defined, prioritised and delivered through the product lifecycle. In practice, this means maintaining a backlog, refining user stories and supporting developers to deliver cycle phases on time.

  • Communicate clearly with a wide range of stakeholders
    Adapt communication style for technical teams, senior leaders and business users to ensure shared understanding. For example, translate user needs into delivery requirements and explain delivery progress, risks and trade-offs in plain language.

  • Apply user insight to shape product decisions
    Use research and data to understand user needs and inform prioritisation. This includes working with user researchers, interpreting findings and applying them to improve features or services.

  • Support delivery across multiple workstreams or projects
    Manage competing priorities across several features or products in a fast-paced environment. In practice, this involves balancing deadlines, resolving clashes in priorities and keeping delivery aligned to overall goals.

  • Work effectively within an Agile multidisciplinary team
    Collaborate with developers, designers and delivery roles to plan and deliver product increments. This includes contributing to stand-ups, sprint planning and retrospectives while supporting continuous improvement.

  • Contribute to delivering value and measurable outcomes
    Focus on outcomes rather than outputs by understanding the value of what is being delivered. For example, define success measures for features, track progress against them and support decisions that maximise benefits and reduce waste.

  • Represent and promote BDApp Products and their value across the organisation
    Actively communicate the purpose progress and benefits of BDApps to a wider audience beyond the immediate team. In practice this means sharing updates demonstrating outcomes and helping others understand how BDApps support organisational goals.

You may manage a small team, so experience in this area would be beneficial. Experience as a Business Analyst, Systems Analyst, Software Developer or in a related role would also be valuable, giving you an advantage and a deeper understanding of product management.

Essential Criteria

  • Experience of balancing user needs and business goals by prioritising work based on user value and organisational outcomes across multiple product portfolios.
  • Experience of working in multidisciplinary teams working effectively with a range of roles to shape and deliver products.
  • Ability to have the difficult conversation when task managing a multi-layer team to drive towards successful delivery of a product or series of products.
  • Experience of prioritising and managing a backlog defining and influencing priorities to deliver the best value.
  • Understanding of product delivery at component, feature and application level taking ownership of a subset of a product or a smaller product.
  • Ability to use evidence and user insight to improve products through research, data analysis which inform decisions and iterate.
  • Experience of stakeholder engagement and communication skills to build relationships and gain support for product direction.

Desirable Criteria

  • Significant knowledge of BDApp Software and/or Automation software.
