Associate Product Manager in Intermediaries – HMRC (Chief Digital & Information Office)

This entry-level Associate Product Manager role is based within the Chief Digital & Information Office (CDIO) Group, specifically in the Business Tax environment. You’ll support CDIO Business Tax (Intermediaries), working closely with:
- Service Owners
- Tax regime owners
- Policy teams
- Operational and digital delivery colleagues
Your primary responsibility will be ensuring coherent product view and alignment for intermediary-facing live services, change demand, and forward roadmaps. You’ll collaborate with senior stakeholders to shape, prioritise, and prepare interventions before they progress into full delivery.

Successful candidates will work with Product Managers and wider stakeholder groups to enable delivery of customer-focused initiatives. You’ll participate in essential decision-making processes like:

Responsibilities
An Associate Product Manager focuses on delivering high-quality, user-centric products that create measurable value within the business. Your work spans several stages:
Scope and Strategy
- Define the vision, strategy, and scope for small products or product increments
- Align with organisational goals, user needs, and broader Intermediaries service requirements
- Ensure close synergy with tax intermediary activities
Feature Development
- Collaborate on scoping and defining new product features or improvements
- Lead discovery activities before entering full delivery
- Support efforts across Intermediaries-related products

Stakeholder Engagement
- Work collaboratively with Product Managers, Service Owners, tax experts, policy teams, and digital delivery colleagues
- Seek and secure stakeholder buy-in for priority initiatives
- Maintain strong relationships to accelerate alignment
Technical Collaboration
- Engage with multidisciplinary teams (service designers, business analysts, software engineers, etc.)
- Participate in continuous discussions to align needs with technical realities
User-Centred Design
- Incorporate user feedback, research insights and operational performance analysis
- Improve services for intermediaries, agents, and tax advisers
Roadmap & Backlog Management
- Develop high-level roadmaps reflecting order of value delivery
- Identify and prioritise user stories to build capabilities
- Optimise backlog refinement to drive outcome-focused delivery

- Transform scattershots of features into cohesive improvements
- Engage in end-to-end product analyses from proof of concept to release

- Champion continuity and decision-making throughout the product lifecycle
Multidisciplinary Work
- Interact with non-technical teams (e.g., business change) and technical teams (e.g., developers)
- Address complex digital service challenges
User Insights
- Integrate challenges from feedback, performance data, and operational patterns
- Drive actionable improvements based on user behavioural insights
Prioritisation
- Determine the right order for work based on value, risk, and dependencies to mitigate disconnects

Desirable Criteria
Familiarity with:
- Digital or product team operations
- SOW (Service-Oriented Workflows) where applicable to Intermediaries, Agent, or Third-Party services
- Complex digital service environments (tax/financial data)
Application & Logistics
Location
Your primary site is currently Newcastle, Benton Park View, with a transition to Pilgrims Quarter imminent. If you’re a current HMRC colleague based in Bradford, you may be eligible for a moves adjustment payment.
