Associate Town Planner – Birmingham (Hybrid Working)
Penguin Recruitment is delighted to support a leading multi-disciplinary consultancy in recruiting an Associate Town Planner to join their growing Birmingham team.
The Opportunity
This is an exciting next-step career opportunity for an experienced planning professional within a consultancy recognised for delivering some of the UK’s most significant infrastructure, regeneration, and development projects. The successful candidate will join a collaborative, forward-thinking planning team, working at the forefront of sustainable development, infrastructure delivery, and strategic planning.
The ideal candidate will work across a diverse portfolio of projects—including infrastructure, energy, transport, residential, environmental, and mixed-use development. Responsibilities include:
- Leading planning projects across sectors and consenting regimes
- Managing planning strategies and coordinating multi-disciplinary teams
- Preparing/reviewing planning applications, planning statements, and documentation
- Providing strategic planning advice to both public and private sector clients
- Supporting bid preparation, framework submissions, and business development activities
- Driving client relationships, mentoring junior team members, and collaborating with environmental, engineering, and design colleagues

This role suits:
- Ambitious Senior or Principal Planners transitioning into an Associate-level position, or
- Established Associates ready to take on larger-scale, nationally significant projects within a respected consultancy.
Responsibilities
Key Accountabilities:
- Lead complex planning projects from inception to client handover
- Drive consenting processes (e.g., TCPA, DCO, TWO submissions)
- Develop and implement environmental impact assessments (EIA) as required
- Construct strategic planning frameworks for both public and private sector projects
- Engage with stakeholders, local authorities, and policymakers to deliver project objectives
- Contribute to tender responses, framework submissions, and business growth initiatives
- Coach and onboard junior planners to foster team development
Qualifications & Experience
Essential Requirements:
- RTPI-accredited Planning degree (or equivalent)
- MRTPI status, or demonstrable progress towards chartership
- 5+ years’ experience in a planning consultancy or local authority environment, with experience delivering complex infrastructure/development projects
- In-depth knowledge of:
- Appropriate Consents Regimes: TCPA, DCO, TWO, or similar
- Environmental Impact Assessment (EIA) principles and processes
- Strong project management and organisational skills
- Commercial awareness with a bias for turning briefs into bid-winning proposals
- Excellent interpersonal and communication skills
- Proven ability to build and maintain regulatory client relationships

- Experience in Mixed-Use Development, Regeneration, or Infrastructure overlays
- Proficiency in Prospectus, ICONIKCloud, or similar planning software
