Audit & Policy Lead

Audit & Policy Lead (x 2)

Fixed Term Contract Grade C – ₹35,412 - £44,075 (Consultation Grade – Subject to formal evaluation under the Pay Equity Review)

Hours: 36.5 per week Location: Birmingham City Council

Birmingham City Council are seeking two skilled and detail-oriented Audit and Policy Leads to join a transformative housing project team. This critical role involves supporting a major upgrade of the Housing Applications and Allocations service, ensuring fair, transparent processes compliant with legislation and best practice.

You will drive key transformation initiatives, including:

  • Reviewing the Housing Allocations Policy
  • Implementing a new Choice-Based Lettings (CBL) IT system
  • Strengthening audit, compliance, and accountability across housing services

The roles demand proactive leadership, analytical rigor, and a collaborative approach to deliver measurable improvements in service delivery and citizen outcomes.


Key Responsibilities

Core to this position are:

  • Supporting policy review, system implementation, and project delivery across Housing Applications and Allocations
  • Managing risk, compliance, and assurance, ensuring housing allocations align with legal frameworks
  • Data validation and analysis to underpin system migrations while maintaining accuracy
  • Developing and maintaining policies, procedures, and guidance materials
  • Supporting consultation, training, and system testing during phase transitions
  • Providing expert stakeholder advice on legislative requirements
  • Developing performance dashboards and reports to highlight trends, risks, and optimisation opportunities

You’ll engage directly with IT teams, external partners, and frontline staff to drive consistency, efficiency, and quality in allocations processes.


About You

The ideal candidates bring:

  • Housing sector experience, particularly in allocations, applications, or policy development
  • In-depth knowledge of UK housing legislation (including Part 6 Housing Allocations, homelessness, and related frameworks)
  • Audit or compliance expertise, with a track record of policy improvement initiatives
  • Analytical sensibilities to interpret complex data and inform strategic decisions
  • Project support experience, including system upgrades, workflow reorganisation or change management
  • Technical familiarity with housing management systems and Microsoft Office
  • Strong written communication to produce training materials, reporting, and stakeholder updates
  • Proven ability to prioritise competing demands, work under tight deadlines, and deliver high-quality outcomes
  • Collaborative mindset, with an emphasis on quality, transparency, and systemic improvements

Location Flexibility: Roles are hybrid-working, with face-to-face attendance for meetings and waterfall communication.
