The Project

Fundamental Need: Strategic Partnership

Transport for London (TfL) entrusted Indra with a long-term contract (2020–2034, extendable to 2039) to manage ticketing and access control systems across London’s transport network. This includes:

  • A vast ecosystem of turnstiles, validators, ticket/sales terminals, back-office systems, payment gateways, IT infrastructure, and cybersecurity
  • 8.6M+ daily journeys supported
  • Full procurement of services spanning:
    • 8,500+ buses
    • 390+ Underground stations
    • 300+ rail stations (Overground, Tube, DLR, Elizabeth Line, suburban)
    • 4,000+ Oyster Card outlets
    • 7 customer service centres
    • 24 river boat boarding points

Base Data Manager Role Summary

As Indra considers expansion in the UK, this role provides leadership in data and configuration management for the long-term TfL contract, ensuring consistency, accuracy, and operational excellence.

The Base Data Manager will:

  • Lead a data/technical team aligning with programme objectives
  • Oversee end-to-end data integrity
  • Coordinate processes, technical standards and audits
  • Contribute to proposals, budgets, and strategy

Core Responsibilities

1️⃣ Leadership & Team Management

  • Guide the data/technical team in aligning with project priorities
  • Set team priorities, resource allocation, and translational training
  • Recruit, evaluate performance, and develop employee capabilities

2️⃣ Data & Configuration Management

  • Ensure accuracy, integrity, and timely delivery of organisationally critical data through all stages
  • Track, document, and maintain changes in configuration management systems
  • Oversee data governance, including documentation, archiving, and controlled distribution

3️⃣ Process & Governance

  • Align with internal quality and management processes
  • Approve key data plans and compliance documentation
  • Support audits, benchmarking, and implementation of corrective actions

4️⃣ Project & Stakeholder Coordination

  • Collaborate with programme teams and stakeholders on technical issues
  • Lead configuration audits and ensure contractual deliverables readiness
  • Monitor project data deliverables, including timelines, status, and stakeholder feedback

5️⃣ Business & Operational Support

  • Provide cost-level and technical insights for proposals/data management projects
  • Assist in planning tool selection, budget allocation, and resource determination
  • Implement improvements based on audit/review findings

Core Requirements:

  • Degree or equivalent experience in Relevant fields: engineering, technology, or management disciplines
  • Technical background in data, systems, or software with deep database skills (e.g. SQL design/querying)
  • Practical experience in software environments, technical solution design, and code development
  • Strong people management skills, with experience coaching teams or leading technical teams
  • Capacity to support multi-project delivery within timelines, budgets, and quality metrics

Optional but Valued:

  • Advanced professional certifications related to data or project management
  • Higher education (Masters+) in engineering or technology fields

Key Skills:

  • Managing business and technical priorities while upholding quality assurance
  • Collaborative approach across ifs, environments, competitors investing cost reduction
  • Problem-solving expertise in complex technical scenarios
  • Exceptional verbal and written communication
