About the Project: TfL Ticketing Systems Contract

Transport for London (TfL) has awarded Indra a long-term contract to operate, develop, expand, and enhance ticketing and access control systems across London’s transport network until 2034 (with options to 2039).

Scope:

  • Maintenance, operation, and evolution of a large-scale, complex ecosystem, including:
    • Turnstiles, validators, ticket machines
    • Sales terminals, back-office systems
    • Payment gateways, IT infrastructure, cybersecurity
    • Supporting 8.6 million+ daily journeys

Indra will become TfL’s strategic technology partner, ensuring seamless functioning and growth of the largest and most advanced ticketing system globally.

Network coverage:

  • Over 8,500 buses
  • Nearly 400 Underground stations
  • 300+ rail stations (Overground, DLR, Elizabeth Line, suburban services)
  • 4,000 Oyster Card outlets
  • 7 customer service centres
  • 24 river boat boarding points

Building on 30+ years of urban public transport solutions, Indra will lead evolution and growth, leveraging partnerships with TfL to implement next-gen technologies for efficiency and automation.

Role Summary

As part of Indra’s strategic growth in UK transport projects, we seek a Base Data Manager to lead data and configuration management activities.

This role demands technical oversight and leadership, ensuring: ✔ Accuracy, consistency, and compliance with project/enterprise standards ✔ Efficient coordination with programme teams and stakeholders ✔ Continuous process improvement through audits and innovations


Key Responsibilities

Leadership & Team Management

  • Guide the data and configuration management team, ensuring performance aligns with objectives and commitments
  • Set priorities, allocate resources, and support team development through coaching and training
  • Contribute to workforce planning, including recruitment, performance evaluation, and capability building

Data & Configuration Management

  • Oversee accuracy and integrity of data across programmes and projects
  • Ensure configuration changes are tracked, documented, and maintained throughout their lifespan
  • Supervise central data operations, including documentation management, archiving, and controlled distribution

Process & Governance

  • Align efforts with internal quality and management processes, contributing to reviews and improvements where needed
  • Approve critical documentation, such as data management and configuration plans, ensuring compliance with contractual and organisational requirements
  • Support governance activities, including audits and compliance reviews, upholding required standards

Project & Stakeholder Coordination

  • Collaborate with programme teams and customers to address data and configuration challenges
  • Coordinate configuration audits and ensure readiness for contractual deliverables
  • Monitor deliverables, ensuring visibility into status, timelines, and stakeholder feedback

Business & Operational Support

  • Contribute cost estimates and technical inputs to proposals and new opportunities related to data activities
  • Assist in planning activities, defining budget requirements and resource needs
  • Implement corrective actions from audits or reviews effectively

Requirements

Education & Qualifications

Core criteria:

  • Higher education qualification or equivalent practical experience in data, systems, or software-related fields

Preferred:

  • Degree in engineering, IT, or technology
  • Ongoing professional development in technical or management fields

Professional Experience

Leadership & Delivery:

  • Experience managing technical teams, with a track record in project delivery
  • Ability to interpret business needs, translating them into clear technical solutions
  • Skills in project coordination, balancing timelines, resources, and budget constraints

Technical Expertise:

  • In-depth knowledge of database concepts (design, querying—e.g., SQL)
  • Experience contributing to or overseeing technical solution development
  • Strong understanding of software development environments and best practices

Key Competencies:

  • Ability to manage multiple priorities while maintaining quality and accuracy
  • Strong problem-solving skills, particularly in complex or evolving technical contexts
  • Confident decision-making within project or operational environments

  • Proven ability to build relationships with stakeholders and collaborate across teams
