Bid Manager
Bid Manager – Secure Government Market (12-Month Contract)
Location & Engagement
- Hybrid / Remote – Aligned with Bristol, London, Cheltenham, Birmingham, or Manchester (1–2 days in office per week)
- On-Payroll Contract
- Start Date: Immediate
- Duration: 12 Months
- Hours: 37.5 on ideal (30 minimum considered)
- Rate: £70 per hour
- Vetting: Active SC Clearance required
The Opportunity
Are you an experienced Bid Manager with a track record of winning work in high-security, highly regulated sectors? Looking for a long-term contract with flexibility across major UK hubs?
We seek a Bid Manager to lead end-to-end proposals targeting our Secure Government Market portfolio. In collaboration with technical experts, consultants, and business development leads, you will manage bids from early capture through contract award and delivery handover.
Key Responsibilities
- End-to-End Bid Ownership
- Manage the Bid Management Plan, budgets, schedules, and governance.
- Ensure high-value proposals meet regulatory, commercial, and technical requirements.

Win Strategy & Storyboarding
- Work with Account Directors to refine client intelligence into compelling win themes.
- Develop structured storyboards and question-by-question wireframes for targeted bids.

Process Excellence
- Apply Shipley framework for structured proposal development.
- Facilitate internal stage-gate reviews and secure technical/commercial approvals.

Cross-Functional Leadership
- Assemble and lead multidisciplinary bid teams.
- Conduct stakeholder and competitor analysis workshops.

Commercial Support
- Oversee pricing models, commercial reviews, and optimization.
** Requirements & Desirables**
Essential
- Strong secure sector expertise, including PQQ/ITT submission experience and client interview delivery.
- Active SC Clearance for immediate assignment.
- Proficiency in structured bid processes (e.g., Shipley) and sales techniques (e.g., Miller Heiman).
- Comfortable with Office365, Microsoft Project, and CRM systems.
