About the role
Join VolkerHighways as a Bid Manager at our Hoddesdon head office and lead the successful delivery of high-profile highways and street lighting bids. You'll manage the full bid lifecycle from strategy and win themes to high-quality, compliant submissions, working closely with operational, commercial and specialist teams. This role requires strong leadership, stakeholder engagement and attention to detail, with a focus on continuous improvement and seamless handover to delivery. Key Responsibilities
- Lead end-to-end bid delivery from go/no-go to submission and post-submission, ensuring full compliance and governance.
- Plan and manage bid programmes, milestones, dependencies, deliverables and resources across multiple bids.
- Run kick-offs and progress meetings, coordinate review stages, and ensure actions are completed to quality standards.
- Maintain clear records of decisions, approvals, assumptions and submission sign-off.
- Develop bid strategies, win themes and response plans aligned to client priorities and scoring criteria.
- Shape clear, evidence-based and outcome-focused responses with SMEs and writers, including executive summaries where required.
- Ensure consistent messaging, tone and terminology across all workstreams.
- Coordinate inputs from internal teams and specialists to ensure timely, complete submissions.
- Manage external writers, designers and consultants with clear briefs, deadlines and expectations.
- Oversee clarification processes, ensuring aligned, approved and risk-managed responses.
- Align bid narrative with commercial strategy, pricing, risks and contract requirements.
- Maintain the Risk & Opportunity Register and embed mitigation measures into submissions.
- Lead handovers to delivery teams, ensuring complete transfer of commitments, risks, assumptions and key information.
- Capture lessons learned and continuously improve bid processes, tools and content.

About you
- Strong bid or project management experience, including planning, governance and review processes
- Proven leadership and collaboration skills, with the ability to influence and deliver to tight deadlines
- Proficient in Microsoft 365 and bid management systems (e.g. SharePoint, Asite portals, CRM tools)
- Excellent stakeholder management and communication skills across all levels
- Advanced writing ability with strong focus on reviewing and shaping high-quality responses
- High attention to detail with a strong sense of ownership, accountability and commitment to compliance
