Bid Programme Manager

Location: Bracknell / Basingstoke / Flexible (UK&I, travel may be required)


About the Role

At Fujitsu, our mission is to make the world more sustainable by building trust through innovative solutions. As a Programme Manager – Bids, you’ll play a critical role in leading complex Defence and National Security (DNS) bids—ensuring they safeguard national interests while driving growth.

You will:

  • Lead end-to-end strategic bids with the discipline, structure, and collaborative leadership expected of high-profile programmes.
  • Deliver customer-inspiring, compliant, and value-driven proposals across the bid lifecycle.
  • Work closely with multi-disciplinary teams—including pre-sales, partners, technical experts, commercial, financial, legal, and security teams—to submit compelling, compliant, and customer-centric submissions.

Reporting to the Programme Director for Bid Management, you’ll shape future opportunities while fostering assurance, collaboration, and continuous improvement across Fujitsu’s bid community.


Key Responsibilities

  • Lead end-to-end bid delivery, ensuring alignment with governance frameworks, quality standards, and compliance.
  • Operate within defined frameworks (RAID management, readiness reviews, risk mitigation) throughout the bid lifecycle.
  • Apply programme management methods (Agile, hybrid, traditional) to tailor delivery to customer and Fujitsu needs.
  • Build trusted relationships with customers, partners, and suppliers to drive collaboration and professional excellence.
  • Support early-stage capture and governance for compliant and compelling submissions.
  • Develop and maintain bid schedules, resource/cost plans, and financial forecasting to ensure delivery assurance.
  • Contribute to DNS growth by aligning bids with campaign priorities, customer needs, and national security objectives.
  • Ensure Defence/National Security compliance (JSPs, security accreditation, export controls, ISO27001, GDS).
  • Embed continuous improvement by capturing lessons learned, creating reusable assets, and sharing best practices.

Your Transferable Skills & Experience

Required:

  • Significant experience delivering or managing large, complex bids/programmes in Defence, National Security, or Government.
  • Deep understanding of Defence procurement mechanisms (ITT, ITN, RFP, RFQ, competitive dialogue).
  • Expertise in integrated planning, RAID management, cost/resource modelling, and delivery assurance.
  • Familiarity with Agile/hybrid frameworks (Scrum, Kanban, SAFe) in Defence/public sector contexts.
  • Strong stakeholder engagement, communication, and multi-team leadership (direct, matrix, third-party).
  • Commercial/financial acumen, including risk management and negotiations.
  • Knowledge of Defence/NS standards (JSPs, accreditation, export controls).
  • Track record of improvement and best-practice sharing in bid/programme management.
  • Formal certification (e.g., MSP, PMI-ACP, PRINCE2 Practitioner, ITIL, Agile) or equivalent practical experience.

Desirable:

  • Experience with multinational Defence collaborations (NATO, Five Eyes, EU security initiatives).
  • Strategic partnering and alignment of bids with campaign plans.
  • Knowledge of commercial risk-sharing structures (prime/sub, reseller, OEM).
  • Insight into emerging technologies (AI, data analytics, cybersecurity).
  • Exposure to MoD Level 1/2 or equivalent forums.
