Bids and Tenders Engineer (Civil)

Bid Engineer (Civil)

Location: Hillington, Glasgow Salary: £40,000 – £50,000 per annum (DOE & Car Allowance) Contract: Full time, Permanent Hours: 40 Hours (Monday – Friday, 8:00am – 5:00pm)

IQA Operations Group, the UK arm of the world-renowned Elecnor Group, established in 2002, is mobilising an experienced team to deliver cutting-edge high-voltage infrastructure across the UK and Ireland.

This includes Synchronous Condensers, Battery Energy Storage Systems (BESS), and HV Substations. Our projects are pivotal for grid stabilisation and advancing the energy transition. Join a dynamic team powering the future and contributing directly to national infrastructure.

We’re seeking a dedicated Civil Bid Engineer to join our Glasgow team.


About the Role

You will work under the direction of the Tender Manager to create technical and commercial bids for both public and private sector projects in the UK’s energy sector.

  • Analysing detailed tender documents (ITTs) to assess the Civil scope of work, project risks, and technical requirements.
  • Coordinating preparation timelines and ensuring smooth proposal submissions throughout complex bidding cycles (weeks/months).
  • Conducting technical site visits to evaluate ground conditions, logistical constraints, and project feasibility.
  • Developing detailed economic budgets in Microsoft Excel, incorporating supplier, contractor, and delivery pricing.
  • Collaborating with engineering teams to produce project schedules and cost projections.
  • Engaging with internal departments (Quality, Logistics, Health & Safety, and Environment) to gather tender compliance data.
  • Evaluating external quotes from suppliers and subcontractors to align with proposal specifications.
  • Representing IQA at client clarification meetings and resolving post-submission technical queries.

Requirements

To thrive in this role, you must have:

  • Previous experience in a similar role (civil engineering, construction, or There’s a Desire as well a suite of skills – civil documentation preferred).
  • A Civil Engineering degree or equivalent.
  • Hands-on experience in infrastructure, procurement, or project planning is beneficial.
  • Advanced proficiency in Microsoft Office (Excel) and Microsoft Project for budgeting and scheduling analysis.
  • Preference for candidates with Spanish or other European language skills (French, Italian, German or Portuguese).
  • Strong analytical ability for technical specification reviews and cost estimation precision.
  • Excellent organisational skills to manage multiple high-pressure bids under strict deadlines.
  • Ability to collaborate effectively with technical, commercial, and safety teams for compliance coordination.
