We are seeking an experienced and highly motivated Building Maintenance Framework & Cost Manager to join our Corporate Asset Management team.

This is an exciting opportunity to play a leading role in the management and delivery of the Council's Building Maintenance Framework, ensuring that planned maintenance, refurbishment works, and compliance fabric maintenance programmes are delivered efficiently, effectively and provide excellent value for money across our diverse property portfolio.

Working within the Projects & Works Team, you will be responsible for overseeing Framework contractor performance, ensuring robust governance and financial control, and driving continuous improvement across the Council's maintenance and refurbishment programmes delivered through the Council's Closed Framework arrangements.


About The Role

The successful candidate will:

  • Lead the management and performance of the Council's Building Maintenance Frameworks across multiple workstreams including roofing, glazing, refurbishment and associated building fabric works.
  • Manage contractor performance against agreed Key Performance Indicators, quality standards and contractual requirements.
  • Oversee framework governance, procurement compliance and contractor performance reviews.
  • Review and validate quotations, variations and invoices to ensure financial accuracy and value for money.
  • Monitor and report on framework budgets, expenditure forecasts and programme delivery performance.
  • Develop effective working relationships with framework contractors, maintenance teams, project managers, building surveyors and key stakeholders.
  • Produce management information, performance dashboards and forecast cost reports.
  • Support strategic asset management objectives through service optimisation and continuous improvement initiatives.
  • Contribute to sustainability, energy efficiency and decarbonisation programmes where appropriate.

About You

We are looking for an experienced construction professional who can demonstrate:

Essential Requirements

  • Degree qualification in related construction discipline.
  • Membership of a recognised professional body such as MRICS, MCIOB, CIOB or CIBSE etc.
  • Significant experience of construction procurement, building maintenance service delivery and contract management.
  • Strong knowledge of construction programmes, asset management principles and contract and cost management.
  • Experience of managing budgets, monitoring expenditure and producing cost reports.
  • Proven experience of leading teams, managing consultants/ contractors and driving service performance.
  • Excellent communication, presentation and report-writing skills.
  • Good working knowledge of current construction legislation including the Building Safety Act, Procurement Act and associated regulations.
  • Strong IT skills, including Microsoft Office applications and asset management or CAFM systems.

The annual pay increases for 2026/27 for NJC Local Government Employees are currently being negotiated and, once agreed, will be effective from 1 April 2026.

All council roles are allocated to either a fixed, field or flexible work style. Some roles are agile which enable and empower employees to maximise their performance and productivity, whilst maintaining a healthy work life balance. Roles with a fixed workstyle work in a fixed permanent council location. Roles with a field workstyle are usually allocated where employees are required to be out working in the community with a minimum requirement for 'touch down' space at any council location. Roles with a flexible workstyle have a flexible base location to meet the needs of the business and employees can work from a mixture of home or any council office, partner/client, or external location, as required to meet service requirements.
