Building Manager, Belvedere, Manchester, UK

Facilities Manager (Commercial)

About The Role

Manage the day-to-day operational activities while adhering to all health and safety, environmental, and company procedures, along with legislative requirements, budgetary costs, and client/tenant requirements in line with supplied customer service criteria and key performance indicators (KPIs).


Role Specific Particulars

The role is based in a large premises located in the city centre of Manchester. The successful candidate will be part of a site team comprising security guards and cleaners, playing an essential role in supporting the property, colleagues, clients, and occupiers.

What You’ll Do

Commercial Responsibilities

  • Preparation, control, and monitoring of the service charge budget in compliance with the client’s budgetary agreement and agreed timelines, in collaboration with the Senior Facilities Manager.
  • Development and submission of management reports as required by the business.

Compliance

  • Ensure adherence to all health and safety compliance, including:

    • Regular execution of health and safety audits, fire evacuations, and related checks within the required intervals.
    • Maintenance and updates to emergency plans and site maps in accordance with laid-down protocols.
    • Meridian (health and safety tool) updates as necessary.
  • Proactive risk management while handling insurance compliance, including liaisons with public and statutory bodies as necessary.

  • Maintain and annually review/update a Crisis Management Plan and conduct testing.

  • Assist with the compilation of external contracts in collaboration with the Senior Facilities Manager and the Procurement Department, ensuring compliance with company guidelines.

  • Maintain and provide required management information and records, including but not limited to:

    • Asset registers
    • Emergency plans documentation
    • Plant equipment testing records
    • Legal compliance documents
  • Liaise with local authorities as required.

  • Perform other duties as requested by the business.

Customer Service and Quality

  • Oversee maintenance and high-standard service delivery for the building fabric, both externally and internally, in adherence to the management contract and agreed budgets.

    • Ensure strictly followed planned maintenance programmes.
    • Monitor facilities management (FM) works onsite, guide and liaise with service providers/contractors as necessary.
  • Develop and maintain excellent occupier relationships, delivering outstanding service quality to meet operational needs and attending tenant meetings.

  • Regularly assess and oversee contractor work quality to ensure alignment with contractual agreements.

People Management

  • Have direct line management responsibility for on-site CBREMS personnel, ensuring:
    • All personnel are properly trained in accordance with their specific job requirements.
  • Undertake regular performance reviews and annual appraisals, with clear objective setting aligned with the company’s needs.
    • Follow a consistent company framework when scheduling and conducting appraisals.
    • Foster SMART ("value-added") objectives and engage in regular performance dialogue.

What You’ll Need

"The candidate should possess the following qualifications, skills, and experience:"

  • Educated to degree level or equivalent
  • Previous experience in facilities management of property or portfolio of multiple properties, including:
    • Line management responsibility for company personnel and contractors.
    • Management of service agreements.
  • Knowledge of technical aspects of premises maintenance and general upkeep.
  • Excellent customer service, interpersonal, and communication skills.
  • Sound knowledge of health and safety legislation and awareness of environmental protection requirements.
  • IT competency with understanding and experience of industry-specific IT applications (e.g., software for facility management, asset tracking).
  • Ability to work independently and thrive within a pressurised work environment.

Professional Qualifications:

  • IOSH (Institution of Occupational Safety and Health) certification is required.
  • IWFM (Institute of Workplace and Facilities Management) qualification is desirable but not mandatory.
