About the Role

As the Building Performance Engineer for the Wakefield Council contract, you’ll play a critical role in optimising the effective delivery of high-performing engineering services across the portfolio.
This home-based role (with travel) requires 5+ years' experience in multi-site FM contracts, demonstrating proficiency in auditing, compliance reporting, and technical leadership. You will wrap teams, drive ESG-focused strategies, and utilise Bellrock’s smart technology platforms (Concerto IWMS, energy analytics, and more) to enhance operational excellence.

As the Building Performance Engineer, you’ll be:

Your Key Areas of Responsibility
Operations
- Maintain up-to-date knowledge of relevant legislation, codes of practice, and regulatory guidance for all engineering services across the portfolio.
- Provide an overview and regional support on statutory compliance, ensuring alignment with SFG20 and insurance requirements.
- Explore innovative maintenance strategies such as condition-based maintenance.
- Monitor facility occupancy and assurance that it aligns with statutory regulations, mandatory legislation, and best practice principles – in collaboration with the FM Team, Compliance Manager, and Account Director.
- Technical support for sustainability initiatives, collaborating closely with the Energy & Sustainability Manager to drive innovations.
- Lead and facilitate H&S audits, risk assessments, and contractor compliance documentation.
- Authorise and publish project reports & performance metrics as required.
- Collaboratively ensure ESG principles are prioritised in workspace optimisation.
- Guyment and guidance to operational teams, including mentorship for site queries, emergency responses, and escalations.
- Take ownership of compliance deliverables, ensuring timely updates, reporting, and potential improvement opportunities for the Compliance Manager.
Commercial
- Contractual verification: Ensure adherence to PPM (Planned Preventative Maintenance) programme standards and delivery.
- Work with the FM Team & Supply Chain Manager to track contract performance and ensure annual technical KPIs are met.
- Prepare reports: Weekly/monthly compliance reporting – generated independently or via request across multiple operational streams.
- Review contract technical performance of subcontractors and collaborate with Bellrock procurement as needed.

Technology
- Gain expertise in Bellrock’s Concerto CAFM system, leveraging it to monitor and evaluate contract performance.
- Increase understanding of client technology systems ( particulary enterprise IOT integrations) and API implementations across builds.
Technical
- Deliver detailed MI (Management Information) reporting to inform Compliance Manager on operational progress and opportunities.
- Measure and monitor compliance with engineering standards, providing trend analysis and recommendations.
- Conduct audits and account for brick-standard audit documentation to maintain project records.
- Manage and track PPM schedules and support supplier management.
- Conduct technical risk assessment and authoring for maintenance plans and rapid response.
- Assist in identifying long-term support strategies.
Risk Management
- Collaborate with QSHE on Safe System of Work (SSOW) procedures adoption.
- Ensure statutory timelines (WRA, FRA, annual posters) align with industry benchmarks.
- Support updates for RAMs, COSHH policies as required.
- Attendance: Engage in weekly/monthly/quarterly management meetings based on priority and briefings.
- Work with the Compliance Manager to stakeholder relationship management within contracts.
Business Growth
- Work with the FM or Contract Manager to assess and document new services or contract variations.
- Address elements of technical limitations, cost, and licensing adherence.
Requirements
To thrive in this role, you must demonstrate:
Experience & Qualifications
- Deep knowledge of UK property compliance and statutory regulations.
- 5+ years in multi-site FM contracts, focusing on technical compliance reporting.
- Proven track record of corporate environment audits or facility operations compliance.
- Respect for client relationships while navigating change.
- Proficiency in technically communicating complex matters at all levels.
- Essential Health & Safety qualifications (e.g., NEBOSH).
- Engineering qualifications (CIBSE, NVQ Level 2-, or HND within M&E competency areas).
