Building Safety & Fire Manager

Location: Home Based with travel to client sites as required

Contract: 6 months' Fixed-Term Secondment

Reports to: Health & Safety Manager UK & Ireland

Department: Health & Safety

Salary: £55,000

Role Purpose

The Building Safety & Fire Manager will provide dedicated operational support to a key client in helping them meet their obligations under the Building Safety Act 2022 for Higher-Risk Buildings.

Working closely with the client's Principal Accountable Person (PAP), Accountable Person(s) (APs), Residence Managers and appointed Building Safety Consultants, the role will coordinate Building Safety Act documentation, manage operational compliance activities and maintain the Golden Thread of information. The role will also support resident engagement requirements, Mandatory Occurrence Reporting processes and Building Safety Regulator administration.

The role is advisory and operational in nature and does not undertake the statutory duties of the client's Principal Accountable Person or Accountable Person.

Responsibilities

Key Responsibilities

Building Safety Act Compliance

  • Coordinate documentation required to support Building Safety Cases and Building Safety Case Reports.
  • Work with appointed consultants to ensure information is provided in a timely manner.
  • Maintain compliance trackers and monitor progress against agreed actions.
  • Support the client with Building Safety Regulator portal administration where requested.
  • Ensure operational Building Safety Act documentation remains current and accurately reflects building operations.

Golden Thread Management

  • Maintain the Golden Thread of information for allocated buildings.
  • Coordinate information from operational teams, consultants and contractors.
  • Ensure documentation is accurate, controlled, complete and easily accessible.
  • Identify documentation gaps and coordinate corrective actions.

Building Safety Management System

  • Act as the system owner for the client's chosen Building Safety Management platform, ensuring it is maintained as the central repository for Building Safety Act compliance information.
  • Manage user access and permissions in accordance with the client's governance arrangements.
  • Ensure Building Safety documentation, compliance records, evidence and statutory information are uploaded and maintained within the platform.
  • Monitor system compliance, data quality and document version control.
  • Produce reports and compliance dashboards from the system for the client and senior stakeholders.
  • Liaise with the platform provider where required to resolve issues and support system improvements.

Fire & Health & Safety Action Management

  • Manage and monitor actions arising from Fire Risk Assessments (FRAs), Health & Safety Risk Assessments and Building Safety reviews.
  • Maintain accurate action trackers, ensuring actions are allocated to the appropriate responsible person.
  • Monitor progress against agreed completion dates and challenge overdue actions where necessary.
  • Work with operational teams and the client to obtain evidence of completed actions and ensure appropriate records are maintained.
  • Escalate overdue, high-risk or critical actions to the client and internal stakeholders as appropriate.
  • Produce regular reports highlighting outstanding actions, compliance performance and emerging risks.

Mandatory Occurrence Reporting

  • Identify potential Mandatory Occurrence Reports arising from incidents or operational activities.
  • Notify the client's PAP or AP of reportable occurrences.
  • Coordinate investigations and maintain the Mandatory Occurrence Register.
  • Monitor actions through to completion and provide updates to enable the client to fulfil their reporting duties to the Building Safety Regulator.

Resident Engagement

  • Support delivery of the client's Resident Engagement Strategy across relevant buildings.
  • Ensure Residence Managers implement engagement activities and maintain appropriate records.
  • Support communication of building safety information to residents.

Compliance & Assurance

  • Monitor Building Safety Act actions and provide regular compliance reports.
  • Support audits, inspections and regulatory reviews.
  • Build effective relationships with clients, consultants and operational teams.
  • Escalate compliance risks where appropriate.

Scope of Authority

The Building Safety & Fire Manager has authority to:

  • Coordinate Building Safety Act compliance activities.
  • Request and manage compliance documentation.
  • Monitor progress and escalate risks.
  • Provide operational advice and support to the client.

The role does not:

  • Act as the Principal Accountable Person (PAP) or Accountable Person (AP).
  • Submit statutory notifications to the Building Safety Regulator.
  • Make statutory decisions on behalf of the client.
  • Accept legal responsibility for compliance under the Building Safety Act 2022.

All statutory responsibilities remain with the client's appointed PAP and AP(s).

Qualifications

Person Specification

Essential

  • Experience in Health & Safety, Fire Safety, Building Safety or Property Compliance.
  • Good understanding of the Building Safety Act 2022 and fire safety legislation.
  • Excellent organisational and document management skills.
  • Strong communication and stakeholder management skills.
  • Ability to coordinate multiple workstreams and manage competing priorities.
  • Proficient in Microsoft Office applications.

Desirable

  • NEBOSH General Certificate or equivalent.
  • IOSH Membership.
  • Experience within Purpose-Built Student Accommodation (PBSA), residential property or facilities management.
  • Knowledge of Building Safety Cases, Golden Thread requirements and Mandatory Occurrence Reporting.
