Building Safety Manager
Building Safety Manager – Permanent
Grade D - £45,091 – £53,460 (Consultation grade - subject to formal evaluation under the Pay Equity Review)
Working Hours: 36.5 hours per week Location: Hybrid (service-based) Sponsorship: Not available. Applicants must have the right to work in the UK without requiring employer sponsorship.
About The Role
Birmingham City Council is seeking experienced and driven Building Safety Managers to oversee compliance across its Temporary Accommodation (TA) portfolio, ensuring all structures are safe, legal, and of high quality.
Given the scale—over 5,500 households currently in temporary housing—this role is critical in:
- Strengthening building safety compliance and assurance to meet legal obligations.
- Treating the TA portfolio as a high-volume, multi-property housing provider.
- Leading a developing compliance function that anticipates risks, improves safety, and shapes regulatory standards.
What You Will Be Doing
As the named Building Safety Manager, you’ll:
- Lead oversight and management of building safety across Temporary Accommodation and related residential buildings.
- Ensure adherence to building safety legislation, fire safety regulations, and housing standards—acting as the Accountable Person to fulfil statutory duties.
- Develop, maintain, and manage building safety records, including:
- Safety case files
- The "golden thread" of information (comprehensive data trail for risk tracking)
- Coordinate fire risk assessments, health & safety inspections, and compliance programmes, ensuring timely implementation.
- Oversee contractor performances, verify maintenance/repairs align with safety standards, and escalate non-compliance issues.

Your Responsibilities
- Respond to complex property enquiries, implementing critical “comprehensive responses.”
- Identify, assess, and mitigate risks across buildings proactively.
- Engage with residents, staff, and external regulators, fostering transparent communication on safety.
- Support systemwide improvement by developing compliance frameworks, processes, and governance structures.
- Liaise with internal teams, contractors, and regulators as the sole point of contact for building safety matters.
About You
We are looking for a confident, experienced professional skilled in navigating regulated environments and driving safety excellence.
You Will Bring:
- Extensive experience in building safety, compliance, or asset management (residential assets preferred).
- Technical expertise in building safety legislation, fire safety, and health & safety regulations.
- Hands-on experience with:
- Fire risk assessments
- High-rise or multi-occupancy residential compliance
- Contractor/contract management (ensuring adherence to safety codes).
- Strong stakeholder management, able to collaborate across teams and external bodies.
- Analytical and influencer skills, balancing transparency and regulatory impact.
- Clear communication abilities to educate residents on complex safety issues.
- A proactive approach to managing competing priorities in fast-moving environments.
