Building Safety Officer – Temporary Accommodation & Compliance
Permanent | Grade C- | £35,412 - £44,075 (Consultation grade; subject to formal evaluation under the Equal Pay Programme) Working: 36.5 hours per week
About The Role
Birmingham City Council are seeking skilled and motivated individuals to join the Housing Service as Building Safety Officers. This key operational role focuses on supporting building safety compliance across the Temporary Accommodation (TA) portfolio, along with additional residential buildings.
With over 5,500 households currently in Temporary Accommodation, this position plays a critical role in ensuring that the Council fulfils its legal obligations and provides safe, high-quality homes for all residents.
Working within a developing compliance function, this role will support the Building Safety Manager to ensure buildings are:
- Safe
- Well managed
- Fully compliant with regulatory requirements
Responsibilities include but are not limited to:
- Multi-occupied residential buildings
- Higher-risk dwellings
This is a challenging yet rewarding opportunity to contribute to high-impact work in ensuring risk management, standards improvement, and residential safety.
What You Will Be Doing
In this role, you will work collaboratively to:
- Support building safety compliance across Temporary Accommodation and other residences
- Assist the Building Safety Manager in fulfilling statutory duties as an accountable body
- Monitor and enforce building safety processes, including:
- Fire safety protocols
- Health & safety procedures
- Compliance programs
- Perform inspections, such as:
- Fire risk assessments
- Health & safety audits
- Timely mitigation of identified risks
- Manage building safety records, ensuring accuracy and up-to-date compliance documentation
- Oversee contractor activities on site, ensuring adherence to:
- Regulations and safety standards
- Challenge non-compliance and escalate issues as necessary
- Engage directly with residents and occupiers to:
- Promote safety practices
- Provide information
- Address safety concerns
- Support and collaborate with internal teams, contractors, and external partners to:
- Resolve issues
- Maintain compliance standards

About You
We are seeking confident, detail-oriented professionals who thrive in regulated, fast-paced environments.
You Will Bring:
- Experience in:
- Building safety
- Property maintenance
- Compliance or related sectors
- Strong understanding of:
- Building safety regulations
- Fire safety standards
- Health & safety frameworks
- Experience conducting qualifications, such as:
- Risk assessments
- Compliance evaluations
- Knowledge of residential or multi-occupancy buildings and associated hazards
- Excellent communication skills, with the ability to:
- Engage effectively with residents, colleagues, and contractors
- Provide safety guidance
- Respond promptly to resident concerns
- Strong analytical ability, including:
- Identifying and resolving risks
- Problem-solving with accountability
- Organizational skills, including:
- Managing competing priorities
- Meeting deadlines efficiently
- Technical competency, such as:
- Operating IT systems
- Maintaining detailed records
- Team collaboration expertise, ensuring alignment with:
- Multiple internal and external stakeholders
- A proactive, safety-focused, and responsible approach

Working Arrangements
This role is hybrid, based on service needs—and may require periodic attendance for face-to-face meetings.
